/24-7PressRelease/ -- Several municipalities in Texas are taking steps to place more restrictions on registered sex offenders. These local ordinances are supported by some, but discouraged by others.
Restrictions on Registered Sex Offenders
The restrictions being placed on those with a sex offense basically extend to those who live around "child safety zones." These zones are off limits when a sex offender is on
probation or parole, and regulate that the person cannot be within 500 feet of children. These restrictions, however, are lifted once the person completes probation or parole.
The new ordinances have varying restrictions. Some of them require offenders, even after probation or parole, to leave the school areas when asked; otherwise they are in violation of the law. Others do not allow the offender to pass out candy on Halloween and requiring he or she to place a sign up that says "No Candy." Violating an ordinance typically results in a hefty fine. Other municipalities take things further by not allowing any convicted sex offender within 1,500 or even 2,000 feet of an area usually populated by children.
Arguments in Favor of the Restrictions
Some find these restrictions necessary and important. They feel that the ordinances will protect children and keep potentially harmful individuals away. Parents, teachers and other caregivers may feel safer because of such an ordinance, believing that their children are out of harm's way.
Arguments Against the Restrictions
Some argue, however, that these restrictions can give parents a false sense of security. Most often, sexual offenders are family members and not someone simply living across the street. These ordinances also give some the impression that everyone is dangerous, which is not always the case. Sometimes a person that is a sex offender was simply 18 and having sex with their 16-year-old girlfriend. Surely, this is not the type of person society needs to worry about.
