Dr. Foote is a professor with the department of accounting at the Mihaylo College of Business and Economics at California State University, Fullerton. He has worked as a corporate manager, university administrator, conference organizer, seminar leader, consultant, and as an expert witness. His research and publications have been in many fields, including forecasting and biometric security for ERP systems (SAP ERP and bioLock).

Born in Lansing, Michigan to Harlon Sheldon Foote and to Frances Norene Foote, Dr. Foote earned a BBA from the University of Michigan in 1967. He worked for Distriktenes Utbyggingsfond (Regional Development Fund, Oslo, Norway) and for Barclays Bank (London, England). Dr. Foote married Badri Seddigheh Hosseinian in Tehran, Iran in 1968. Their children are David Foote and Sheila Rossi. From 1968 to 1969, he served as a lieutenant in the U.S. Army in Vietnam.

In 1971, Dr. Foote, a Loomis-Sayles Fellow, graduated from Harvard Business School. He continued at Harvard University with Persian language studies and attended the New England School of Law.

In 1972, Citibank assigned him to Beirut, Lebanon and to Bombay (Mumbai), India. In 1974, the Singer Sewing Machine Company appointed him as a manager for planning and development for Africa and the Middle East and sent him on assignments in Greece, Turkey, Iran, Lebanon, and in Morocco.

While a doctoral candidate at Michigan State University, he became a Deloitte, Haskins and Sells doctoral consortium fellow. Before graduating with a Ph.D. in 1983, he taught accounting at Michigan State University, the University of Michigan-Flint, the University of Windsor (Canada), Saginaw Valley State University, and at Oakland University. His dissertation, published in 1983, was Corporate Profitability: Determinants and Forecasts.

In 1983, Dr. Foote joined the faculty of New York University (NYU) as an assistant professor. He led seminars nationally for the American Institute of Certified Public Accountants (AICPA) and for NYU.

In 1987, Dr. Foote joined the faculty of Pepperdine University (Malibu, California) as an associate professor.

Since 1989, Dr. Foote has been a professor of accounting at California State University, Fullerton. He took leaves of absences to teach at Sultan Qaboos University (Oman) and at the University of Washington. He served as the associate dean of the Argyros School of Business and Economics at Chapman University (Orange, California). Dr. Foote has taught also at the University of California (Irvine and Riverside campuses) and at Claremont McKenna College.

Dr. Foote is a member of the editorial review board of the Journal of Business Forecasting and has served as a reviewer for numerous academic journals. His memberships have included the American Accounting Association, the Institute of Business Forecasting, and the International Institute of Forecasters.

In recognition of his exceptional accomplishments, Dr. Foote has accrued several accolades throughout his impressive career. He earned an Outstanding Faculty Recognition from California State University, Fullerton, in 2000, and he was named an Outstanding Faculty Finalist by the School of Business Administration and Economics Executive Council at California State University, Fullerton, in 1999. In addition, he was elected a Doctoral Consortium Fellow by Haskins and Sells in 1977 and a Loomis-Sayles Fellow by Harvard University from 1969 to 1971. Notably, he was selected for inclusion into several editions of Who's Who in Finance and Business, Who's Who in Finance and Industry, Who's Who in America, Who's Who in American Education, Who's Who in the East, Who's Who in the Midwest, Who's Who in the World, Who's Who in the World, and Who's Who of Emerging Leaders in America.
