Mr. Choi embarked upon his career as an engineer after earning a Bachelor of Science in civil engineering from Yonsei University in Seoul in 1988. The same year, he became a certified professional engineer in civil engineering through the Human Resources Development Service of Korea. He also accepted a position as assistant manager at Daewoo Engineering Company in Seoul. After five years, Mr. Choi was promoted to the position of manager with the company.
In 1996, Mr. Choi joined the Korea High Speed Rail Construction Company as a manager. While working in this position, he became a certified professional engineer in geotechnical engineering through the Human Resources Development Service of Korea. Additionally, he returned to Yonsei University to obtain a Master of Science in engineering.
Mr. Choi brought his education, qualifications and professional experience to the Korea Rail Network Authority in 2004, where he has served as executive director ever since. He oversees all aspects of the company, which focuses on railroad construction and management in South Korea. Mr. Choi, who is based in Daejeon, has also served as executive director of the overseas business headquarter of the Korea Rail Network Authority since 2015. He is noted for devising a Korean-unique design criteria of High-Speed Rail (HSR), as well as overseeing the design and construction of all HSR PJ in Korea.
Prior to pursuing his education and career, Mr. Choi served in the Corporal Republic of Korea Army. He is a member and past director of the Korea Tunnelling and Underground Space Association, which honored him with an Achievement Award in 2010. Mr. Choi also received a commendation from the Ministry of Construction and Transportation in 2007 and a commendation from the Office of the Prime Minister in 2010. In 2013, he received the Order of Industrial Service Merit from the Korean Government.
Mr. Choi finds time to give back to his community by volunteering with the Wonju City Soup Kitchen. He has also supported the National Assembly in Seoul. Mr. Choi resides in Seoul with his wife, Jeong Eun Kim, and their child, Kyu Seok.
