Since 2008, he has served as a superintendent for Rau Dog Shows in Reading, Pennsylvania. Earlier in his career, he worked as a store manager for Wine Art of New Jersey. Mr. Hallard served his country from 1971-1980 as a Master Sergeant with the USAF Reserves, 514th AMS, at McGuire AFB.
A graduate of Union College and Fairleigh Dickinson University, Mr. Hallard holds an Associate of Arts in Business, a Bachelor of Science in Economics, and an MBA in Economics. Mr. Hallard did post graduate studies in economics at New York University. His professional affiliations include 17 years with the Center for Research in Regulated Industries at Rutgers University. During his spare time, he enjoys giving back to his community through such institutions as the Scotch Plains-Fanwood Youth Baseball Association, where he umpired for 30 seasons, the Central Jersey Blood Center, where he has been a trustee since 2014 and is chairman of their non-profit foundation, Monmouth Reform Temple where he serves on the finance committee, and as treasurer of the Greenbriar Falls Condominium Association.
A seasoned professional with many decades of industry experience, Mr. Hallard has won numerous awards for his work, including the 514th AMS NCO of the Year, the Outstanding Young Men of America Award, and Fairleigh Dickinson University's Pinnacle Society Award. Since the late 1980's, Mr. Hallard has been featured in many volumes of Who's Who in Finance and Business, Who's Who in America, Who's Who in the East, and Who's Who in Science and Engineering.
