Mr. Walker has been recognized for many years as one of the top lawyers in Maryland representing businesses in financial distress, with an unrivaled ability to help such businesses navigate through financial challenges without the need for seeking bankruptcy relief. Mr. Walker's achievements include presenting argument and winning a unanimous victory before the U.S. Supreme Court in the case of Citizens Bank of Maryland v. Strumpf.

Mr. Walker earned his undergraduate degree at Duke University in 1973 with a double major in mathematics and management science, and obtained his juris doctor with honors (including Order of the Coif) from the Francis King Carey School of Law at the University of Maryland in 1978. Mr. Walker is admitted to practice before the U.S. District Court of Maryland, the Third and Fourth Circuits of the U.S. Court of Appeals, and the Supreme Court of the United States. He is a faculty advisor for the American Bankruptcy Institute and Georgetown University Law Center, as well as a nine-year board president and 10-year member of the board of directors for the Homeless Persons Representation Project, Inc., a non-profit organization dedicated to ending homelessness in the State of Maryland.

In 1986, Mr. Walker was a contributing author for the book "Bankruptcy Deskbook." He is a member of several professional organizations, including the American Bankruptcy Institute, the Maryland Bar Association, the Maryland Bankruptcy Bar Association, The Bar Association of Baltimore City, and the American Bar Association. Previously, Mr. Walker was partner at Saul Ewing Arnstein & Lehr LLP, principal of Miles & Stockbridge P.C., and associate turned partner at Frank, Bernstein, Conaway & Goldman, between 1978 and February 2008.

Throughout his career, he has received numerous accolades, including being named as Lawyer of the Year by The Best Lawyers in America for Baltimore, in the areas of Bankruptcy and Creditor Debtor Rights/Insolvency and Reorganization Law for 2013, 2016, and 2018, as well as in Litigation-Bankruptcy for 2012, 2014, 2016, and 2018. He has also been recognized by The Best Lawyers in America every year since 2013 for Bet-the-Company Litigation, and in recent years was listed as one of Maryland's Top 100 Lawyers by the Maryland Edition of Super Lawyers.

Mr. Walker has been cited in Who's Who in American Law and Who's Who in the World. From Mr. Walker's perspective, much more important than these professional awards is the work being done by the nonprofit he leads, Homeless Persons Representation Project, which has accomplished a number of significant changes in the laws and operations of systems in Maryland that have eliminated barriers that make it difficult for those suffering homelessness to get back on a path to a decent life.
