A recent report published by the Center on Budget and Policy Priorities found that states cut K-12 and higher education funding as a result of the 2007-09 recession and have not really recovered.

The report also said, "Because schools rely so heavily on state aid, cuts to state funding (especially formula funding) generally force local school districts to scale back educational services, raise more revenue to cover the gap, or both."
