William Sims Curry Presented with the Albert Nelson Marquis Lifetime Achievement Award by Marquis Who's Who

    CHICO, CA, March 15, 2018 /24-7PressRelease/ -- Marquis Who's Who, the world's premier publisher of biographical profiles, is proud to present William Sims Curry with the Albert Nelson Marquis Lifetime Achievement Award. An accomplished listee, Mr. Curry celebrates many years' experience in his professional network, and has been noted for achievements, leadership qualities, and the credentials and successes he has accrued in his field. Mr. Curry, a certified contracts manager, MBA graduate of Ohio State University, Bachelor of Science in business management graduate of Florida State University, and 22-year veteran of the U.S. Air Force, formed WSC Consulting in 2007 in Chico, CA, 30 years after exiting the military. WSC Consulting provides government contracting books, implements best practices in government contracting for federal, state, and local government agencies, updates policies and procedures, contract templates, and solicitation templates to incorporate best practices, and provides contract management as well as other government contracting tools for government agencies and prime contractors.

The author of two books, "Contracting for Services in State and Local Government Agencies" was released in 2011, and again in 2016. The book is used by state and local government agencies as a reference for upgrading their contracting policies and practices and is also used as a textbook for MPA courses and for a graduate certificate program in government contracting. "Government Contracting: Promises and Perils," which was released in 2008, and again in 2016, describes common practices in government contracting that endanger government agencies, government contractors, and individual government officials and employees, and provides strategies for avoiding such dangerous contracting practices. Mr. Curry has authored numerous contracting related articles that were published by the Naval Postgraduate School and in other professional journals as well, and has conducted workshops and seminars based on the articles he has authored. He received a Textbook Excellence Award from the Textbook and Academic Authors Association in 2017 for his works.

Beginning his career in government contracting as an Air Force systems procurement officer, Mr. Curry served in a program office and was subsequently assigned to the procurement policy offices in two systems acquisition centers before eventually being assigned to a Defense contractor facility. He received a Meritorious Service Medal with One Oak Leaf Cluster from the U.S. Air Force in 1977. Upon retirement as an Air Force officer, Mr. Curry became the assistant purchasing officer at the Stanford Linear Accelerator Center (SLAC), where he focused on the Positron Electron Project. After leaving SLAC, he held the positions of subcontract administrator, purchasing manager, and materials manager at several government prime contractors, where he worked on the Hubble Space Telescope and numerous other NASA and Department of Defense programs. His local government contracting experience began as a purchasing manager in the mid-1980s, then transitioned to deputy administrative officer by 2001, and soon thereafter, the position of general services director.

During his career, Mr. Curry served on the board of directors for the Industry Council for Small Business Development in Sunnyvale, CA, then served as the organization's vice president of programs, executive vice president and president. In addition to earning his two degrees, Mr. Curry also took numerous government contracting courses in systems procurement, government contract law, contract administration and indirect cost management. He is a longtime member of the National Institute of Government Procurement, the National Contracts Management Association, the National Contract Management Association, the California Association of Public Procurement Officials, American Mensa and Beta Gamma Sigma. He is a fellow of the National Contract Management Association.

Married to Kirsten Ingeborg Arms since 1971 with five children, Mr. Curry enjoys spending his down time practicing the game of chess and writing.
