Retiring in 2009 after 41 years of service as a professor of political science at the University of Illinois at Urbana-Champaign, Dr. Carmen was also the co-founder of the social science subdiscipline of genetics and politics, was a member of two research initiatives, one that explored sociogenomics and the other that investigated human gene therapy, and spent the last five years of his career on campus as a member of the Institute of Genomic Biology. During his tenure, he also served as a member of the Recombinant DNA Advisory Committee, the federal governmental agency that regulates genetic engineering experiments in the United States, between 1990 and 1994. Dr. Carmen formerly taught as Coe College and Ball State University.
Dr. Carmen has organized many international meetings, was a visiting lecturer at Tamkang University in Taiwan, a visiting scholar at Yale University School of Law, and an advisory committee member of the National Institutes of Health. In 2004, he published "Politics in the Laboratory: The Constitution of Human Genomics." The book seeks a fusion of experimental biological research and political science research as he explores the important and controversial realm of human genomics. It addresses both biopolicy issues and basic science, including cloning, embryonic stem cell investigations, and experimentation involving the human germline from the perspective of a political scientist. He is also the author of the books "Movies, Censorship and the Law" in 1966, "Power and Balance: Introduction to American Constitutional Government" in 1978, and "Cloning and the Constitution: An Inquiry into Governmental Policy and Genetic Experimentation" in 1986. Furthermore, he has contributed numerous articles to peer-reviewed journals during throughout his career.
A graduate of the University of New Hampshire with his undergraduate degree in 1957, Dr. Carmen then attended the University of Michigan, where he completed both a master's degree in 1959 and Doctor of Philosophy in 1964. His primary field of study was American politics with a specialty in constitutional law. Long affiliated as a member of the American Association for the Advancement of Science, the Association for Politics and the Life Sciences, where he served as chairman of the council for three years, and Phi Beta Kappa, where he was President of the University of Illinois campus chapter, Dr. Carmen is best known as the first political scientist to be elected to the Human Genome Organization.
Currently involved as a member of the Republican Jewish Coalition Leadership Council since 2014, AIPAC and other political organizations, Dr. Carmen has been cited in dozens of editions of Who's Who in America, Who's Who in the World, Who's Who in American Education, and Who's Who in American Politics, among others, and he was a two-time recipient of grants from the National Science Foundation.
