Having grown up in an American era plagued by the Cold War, Vietnam, and civil unrest, Dr. Marshall saw discord all around him and decided at an early age to learn all he could about political conflict and violence. The recipient of a Bachelor of Arts from the University of Colorado, Master of Arts from the University of Maryland, and Doctor of Philosophy from the University of Iowa, he held academic positions as visiting assistant professor at the University of South Florida and research professor at the University of Maryland, where he directed the Integrated Network for Societal Conflict Research program at the Center for International Development and Conflict Management, and George Mason University, where he was research director for the Center for Global Policy. In 1997, he established and serves as director of the Center for Systemic Peace, a research organization dedicated to the study of conflict management and political violence in the global system. He joined the US Government's Political Instability Task Force as Senior Consultant in 1998, where he has served for over twenty years. He has also provided his expertise as a consultant to the United Nations, UK Department for International Development, and other international organizations.
Dr. Marshall established, with Ted Robert Gurr, the Minorities at Risk project and took over as director of the world-renowned Polity project in 1998. In 2010, he established Societal-Systems Research Inc, which provides researchers with global data on conflict, governance, and development factors. He also serves on the advisory board for the Human Dignity and Humiliation Studies organization. A highly published researcher, he is author of the innovative works, Third World War: System, Process, and Conflict Dynamics and Managing Complexity in Modern Societal-Systems, and dozens of chapters and articles on social order, political conflict, and state failure. He also established the Peace and Conflict and Global Report serial publications which report regularly on global and regional trends in conflict, governance, and state fragility. He was awarded a University of Iowa Fellowship and has memberships in the American Political Science Association and the International Studies Association.
