A widely regarded building construction lawyer, Mr. Silverman has served as counsel for owners and developers of numerous high-profile projects, including the September 11 World Trade Center Memorial and Museum; the JetBlue Terminal at JFK Airport; the Harlem campus for the Hunter College School of Social Work of the City University of New York; Eataly, the largest artisanal Italian food and wine marketplace with integrated specialty restaurants in the world and located in the Flatiron District of New York City; and City Point, a complex urban redevelopment, condominium, multi-use project in Brooklyn.

Long before joining Rosenberg & Estis, P.C., as head of the firm's building construction group in 2018, Mr. Silverman gained extensive experience in the field of building construction law. Over the years, he became particularly well-versed in contract negotiation and drafting for complex projects, as well as construction management, general contractor and design-build agreements, among other professional areas. When asked of his success, Mr. Silverman credits his love of what he does with propelling him forward in his career. Indeed, he recalls having an understanding of the construction and design process since his early years in high school.

Born in Lewiston, Maine, in 1938, Mr. Silverman attended the Massachusetts Institute of Technology, where he received a Bachelor of Science in 1960. He went on to Columbia Law School, completing a Doctor of Jurisprudence in 1964 before launching a career as a law clerk for Chief Judge Lumbard with the United States Court of Appeals for the Second Circuit. Judge Lumbard sponsored Mr. Silverman for admission to the bar. Over the next few decades, Mr. Silverman filled positions as an associate for Baer & Marks, as an associate and partner for Golenbock & Barell, and as a partner with Thelen Reid & Priest LLP, formerly known as Reid & Priest. Prior to joining Rosenberg & Estis, P.C., he was recognized as a partner with Duane Morris LLP from 2008 to 2018. Mr. Silverman has been admitted to practice in New York, as well as before the United States District Court for the Eastern District of New York, the United States District Court for the Southern District of New York, and the Supreme Court of the United States.

Eager to share his industry knowledge and experience, Mr. Silverman authored "Getting the Most for Owners in Construction Contracting" for the Construction Users Roundtable in 2009. He has also taken part in a commission appointed by New York City Mayor Michael Bloomberg to find ways to reduce construction costs of New York City Public Schools. Earlier in his career, Mr. Silverman worked on the executive committee of the National Jewish Center for Learning and Leadership, now known as CLAL; on the board of governors for the Massachusetts Institute of Technology chapter of Hillel International; and as the chair of the board of trustees with The Ramaz School. He considers one of his most notable experiences to be when he served as a non-lawyer project executive on a volunteer basis for owners on three nonprofit complex new buildings on the Upper East Side of Manhattan that were successfully completed on time, on budget and with first-class quality. One such project received national architectural acclaim.

Long recognized in construction law among various organizations that rate lawyers' skills, including Best Lawyers in America, Super Lawyers, Chambers, and Top Rated Lawyers in Construction, Mr. Silverman currently serves on the Committee on Construction Law with the New York City Bar Association and the Construction Law Committee of the New York Building Congress. By invitation, he is a Fellow of the Construction Lawyers Society of America. He has been featured in several editions of Who's Who in America, Who's Who in American Law, Who's Who in the East and Who's Who in the World, in addition to being named the recipient of the Albert Nelson Marquis Lifetime Achievement Award in 2017. That year, he was also named a Distinguished Humanitarian by Marquis Who's Who in recognition of his commitment to causes greater than himself. However, he finds the most gratifying aspect of his career to be satisfying clients' needs for creative competence and thoroughness. He hopes to continue doing what he does for the foreseeable future.
