He has a focus on litigation in a wide array of civil matters, and helps facilitate relationships for Hawai'i and international companies seeking partnerships and other business opportunities. He is also well-versed in wills and trusts, personal injury, employment law, real estate transactions, construction disputes, environmental issues, and bankruptcy. Prior to his current role, he was the mayor of Honolulu from 2010 to 2012, overseeing operating and capital budgets exceeding $2 billion, and he hosted world leaders for President Obama's APEC Summit. From 1997 to 2012, he was the elected prosecuted attorney of Honolulu, handling some of Hawai'i's most infamous crimes, including the Xerox Massacre, and he was instrumental in pushing for minors to be tried as adults for certain offenses and opening trials up for public viewing.
A dedicated public servant, Mr. Carlisle is a former member of the board of directors of the National District Attorneys Association. While serving in this position, he was recognized as a co-chairman of the crime control and drug enforcement super committee. As a prosecutor, he was a member of the anti-terrorism task force working group and part of a national team that developed the National District Attorneys Association's anti-terrorism policy. He was invited to be the initial speaker at the Fall 2002 National District Attorneys Conference on Terrorism. He currently serves as a monthly contributor to Civil Beat, a publication in Hawai'i.
Mr. Carlisle began his career at the University of North Carolina, Chapel Hill, obtaining a BA of Psychology, with highest honors, in 1974. He went on to earn a JD from the University of California at Los Angeles in 1977, following his passion to become a trial lawyer. He has contributed to articles and publications throughout his career, including "Policy Positions on Drug Control and Enforcement," adopted by the NDAA in 2004.
In recognition of his many achievements in the legal arena, Mr. Carlisle was selected as the recipient of the Golden Gavel Award for outstanding service to the judiciary in Hawai'i, as well as the MADD National Criminal Justice Award for his work in the prosecution of deaths caused by drunk drivers. He has been inducted into the Hawai'i Joint Police Association Hall of Fame, he is an AV Preeminent Attorney, and he is recognized as a fellow of the American College of Trial Lawyers, an honor reserved for the top one percent of trial lawyers in the United States and Canada.
