Dr. Swanson was a professor emeritus of educational administration and chair of the department of educational organization administration and policy at the University at Buffalo. A faculty member of 39 years, he officially retired from academia in 2002. Dr. Swanson formerly worked as a research associate at the Teacher's College at Columbia University from 1958 to 1963 and taught at Ramapo Central High School in Suffern, NY, from 1955 to 1958.

A visiting scholar at the Institute of Education with the University of London in 1979 and 1993, Dr. Swanson also served in the same capacity at the Zold Institute in Israel in 1988 and the University of Melbourne in Australia in 1986 and 1999. In addition to his classroom work, he authored several books and articles in various scholarly journals. His books included "Modernizing the Little Red School House" in 1979, "School Finance: Its Economics and Politics" in 1991, with subsequent editions published in 1997 and 2003, and "Fundamental Concepts of Educational Leadership" in 1995, with additional editions published in 2001 and 2010.

Dr. Swanson was a longstanding member of the American Educational Research Association, the American Education Finance Association, The Politics of Education Association and Phi Delta Kappa. A Stanford University fellow from 1969 to 1970 and University of Melbourne Fulbright scholar during 1986, Dr. Swanson was notably honored with inclusion in several editions of Who's Who in America, Who's Who in American Education and Who's Who in the East for his professional achievements.

Dr. Swanson received a Bachelor of Science from Allegheny College in 1952, followed by a Master of Science and Doctor of Education from Columbia University in 1955 and 1960, respectively. He served in the U.S. Army from 1952 to 1954 while pursuing his degrees.
Born in Jamestown, NY, Dr. Swanson later married his late wife Marilyn Jean Peterson in 1956. They were married for 53 years and had two children. Dr. Swanson has since passed away in 2018.
