Seth Mark Lindsey served several times as either Acting Administrator or Acting Deputy Administrator of the Federal Railroad Administration.

Mr. Lindsey is currently retired, most recently having served as Chief Counsel of the Federal Railroad Administration from 1987 through 2010. Highlights of Mr. Lindsey's almost 40 years of practice include contributing to building code reform in 35 states, financing several new towns, leading the legal work for the Northeast Corridor Improvement Project, leading the redevelopment of Washington Union Station, the Government's legal work for privatizing Conrail (then the largest IPO of an industrial stock), and many important contributions to railroad safety such as his role in winning the leading Supreme Court case on alcohol and drug testing of transportation workers. Mr. Lindsey also served several times as either Acting Administrator or Acting Deputy Administrator of the Federal Railroad Administration.

Mr. Lindsey entered the University of Southern California after his junior year of high school and earned a Bachelor of Arts degree in 1968. He received a Juris Doctor degree from Yale Law School in 1971. He is admitted to practice in California, the District of Columbia, and before the Supreme Court of the United States.

Throughout his career, Mr. Lindsey has been recognized for his many contributions to his field. Recipient of two Silver Medals in 1977 and 1983 and a Gold Medal in 1984 from the United States Department of Transportation, he was also presented with the Presidential Rank Award in 2003. Mr. Lindsey has been featured in numerous honors publications, including multiple editions of Who's Who in America, Who's Who in American Law, Who's Who in American Politics and Who's Who in the East.
