With 50 years of professional experience, Dr. Mead most recently served as a professor of political science from 1984 until his retirement in 2001 and coordinator of the MPA Program from 1979 to 1995 at the University of North Carolina at Charlotte, having been an associate professor of political science there from 1979 to 1984. In addition to these roles, he was a consultant for Mead Associates from 1979 to 1995. Prior to obtaining these positions, he was a public administration fellow with the Academy for Contemporary Problems in Washington, DC, from 1976 to 1979, associate executive director of the Domestic Council Committee on Right of Privacy from 1975 to 1976, and first associate of Applied Communications, Inc., from 1973 to 1975. From 1965 to 1973, Dr. Mead was an associate and assistant professor at Moravian College, having been an instructor and teaching fellow at the George Washington University from 1961 to 1965. Earlier in his career, he was a research at the Institute of Defense Analysis in 1962 and a carpenter with Earl C. Mead & Son from 1951 to 1960.

Alongside his primary career endeavors, Dr. Mead has served as president of faculty at the University of North Carolina at Charlotte 1986-1987, chair of the faculty executive committee of the Faculty Council during 1986-1989, and adjunct professor at various colleges and universities since 1969. Previously, he served as a consultant for Social Research Associates from 1970 to 1973. Civically involved as well, he currently serves on the Catawba-Wateree Basin Advisory Commission established by the Legislators of North Carolina and South Carolina, having previously sat as vice chair and the chair of the Charlotte-Mecklenburg Planning Commission and Urban Design Task Force. Earlier in his career, he was vice president of the Stratton Woods Homeowners Association and member of the Public Housing Authority in Bethlehem, PA.

Dr. Mead began his career as a student at George Washington University, where he obtained a Bachelor of Arts in 1960. He continued his studies with the university, completing a Master of Arts in 1961. He concluded his education in 1969, earning a Doctor of Philosophy.

A respected voice in his areas of expertise, Dr. Mead has been an active leader in his community. He has been a member of the American Political Science Association, the American Society for Public Administration and the Urban Affairs Association. He is a long-time member of the Southeastern Outdoor Press Association, and the Outdoor Writers Association of America. In the latter, he has been serving as first vice president and president since 2019. Throughout his career, he has received awards and accolades for his contributions. He has also been featured in numerous honors publications, including the 21st edition of Who's Who in the South and Southwest.
