A certified English and sociology teacher in the state of Texas, Dr. Martin began her career in education as a teacher's aide and then English teacher for the Irving Independent School District in TX, between 1976 and 1978. Subsequently, she taught English at the Frenship Independent School District in Wolfforth, TX from 1978 to 1979. Following these appointments, she found success outside of the field of education, serving Farm Credit Banks of Texas in Austin, TX, as a staff assistant from 1982 to 1985 and a training specialist from 1985 to 1987. Soon thereafter, she returned to education to accept the role of a fiscal program specialist in the Division of Compensatory, Migrant, Bilingual Funding and Compliance for the Texas Education Agency from 1987 to 1989. Furthermore, Dr. Martin excelled with the Division of Discretionary Funding and Grants Administration at the Texas Education Agency (TEA) as a fiscal program specialist and educational program director between 1989 and 1990.

As she progressed through her 24+ year career at TEA, Dr. Martin held the posts of an assistant director, the chief grants administrator for 14 years, an associate senior director, a senior director, and an associate deputy commissioner with the Texas Education Agency until her retirement from the agency in 2011. Recognized by others as a state and national expert in grants administration, from 2011 to 2016, she served as the owner and consultant for Grants Management 101, LLC, in Austin, TX. In relation to her extensive career, she additionally provided the vision and design for Texas Education Agency's eGrants system, while contributing to the organization's atrategic planning committee, the state agency funding advisory committee and the business re-engineering task force. Civically, Dr. Martin was active on the board of directors for the Alpha State Texas Educational Foundation from 2013 to 2019.

Prior to embarking upon her professional path, Dr. Martin pursued an education at Southwest Texas State University in San Marcos, TX, earning a Bachelor of Arts in 1974 followed by Texas Secondary Teacher Certification from Texas Women's University in Denton, TX in 1977. She concluded her studies at the University of Texas at Austin, where she obtained a Master of Arts in 1987 and a Doctor of Education in 1996. A published author, her written works include The Federal Grant Policies and Procedures Template for Texas School Districts and the Compliance Handbook for Texas McKinnery-Vento Sub-grantees, her doctoral dissertation, "Conditions That Facilitate the School Restructuring Process: Perceptions of Educational Personnel in Restructured Schools," and the master's report, "A Reflective Analysis of the Human Effects of Merger and Reorganization." To remain aware of changes in the field, Dr. Martin maintains her affiliation with the Delta Kappa Gamma Society International at the state and chapter levels and Phi Delta Kappa Chapter 12 at UT Austin,

As a testament to her success, Dr. Martin received a fellowship from the University of Texas at Austin from 1986 to 1987. In a career filled with achievements, she is proud to have testified before both education committees of the United States Congress on the reauthorization of a federal education program. Outside of her primary responsibilities, Dr. Martin enjoys water sports, fishing, reading and writing in her spare time.
