Mr. Grossman has accrued more than 35 years of distinction as a water infrastructure development expert. He attended Lehigh University, earning a Bachelor of Arts in 1967. In 1969, he completed a Master of Science at the Sloan School, Massachusetts Institute of Technology, and became a VISTA volunteer serving Appalachian communities. The experience prompted Mr. Grossman to explore a career outside the private sector, and he has committed himself to use his skills and academic background in a nontraditional setting.

From 1972 until 1983, Mr. Grossman was on the program staff for ACTION, Washington, D.C. He became the Assistant Director of the Ohio Environmental Protection Agency between 1983 and 1988, and further associated as the chair of the Ohio Emergency Response Commission from 1987 to 1988. He subsequently continued his career as the Executive Director of the Ohio Water Development Authority from 1988 until 2017. Since 2018, Mr. Grossman has been active as the coordinator for the Small Community Water Infrastructure Exchange in Columbus.

In his civic endeavors, Mr. Grossman formerly served as the president of the Bexley City Schools Board of Education, and the acting chairman of the Bexley Environmental Sustainability Action Committee. From 2002 to 2008, he was a member of the United States Environmental Protection Agency Finance Advisory Board. Mr. Grossman is passionate about community outreach and activism, and considers his successful 1994 campaign to restore a tax levy benefiting schools to be a highlight of his career.
