Dr. Rice is a board-certified pediatrician and sports medicine physician for over 40 years. Currently affiliated with Jersey Shore University Medical Center, he notably served as the director of the Center's primary care sports medicine fellowship program from 1996 to 2017, Dr. Rice has likewise excelled as the team physician at Georgian Court University in Lakewood from 1997 to 2017, He served in the same role for the Huskies football team (and all other sports) at the University of Washington (UW) from 1977 to 1981, He has been a high school team physician for 45 seasons, from 1975 through 2019.

In addition to his many years in the clinical field, Dr. Rice is a dedicated educator. In 2018, he accepted a clinical professorship of pediatrics at Hackensack Meridian School of Medicine at Seton Hall University, Prior to that appointment, he was a clinical professor of pediatrics for 19 years at the Robert Wood Johnson Medical School of the University of Medicine and Dentistry in New Jersey (UMDNJ), Rice began his teaching career at UW as a faculty member in pediatrics and the division of sports medicine for nearly 20 years from 1977-1996.

While working at UW, Dr. Rice also founded the Harborview Sports Medicine Clinic (a multidisciplinary primary care sports medicine clinic for low income youth athletes) and developed The Athletic Health Care System, a model educational program, through the U.S. Department of Education (USDOE). Designed in 1978 to help high schools prevent and manage sports injuries in Seattle, the program was initially replicated across Washington State, and later after being nationally validated, was disseminated throughout the country as part of the USDOE National Diffusion Network, (NDN). Dr. Rice traveled across the country teaching the forty-hour class that he developed for high school coaches, school nurses, student athletic trainers as well as physicians, a total of 159 times between 1983 and 1996. He also served as a primary care physician at Pacific Sports Medicine and as a student health physician at the University of Puget Sound in Tacoma in the early 1990s.

After moving to New Jersey in 1996, Dr. Rice became the director for Jersey Shore Sports Medicine Center. Since 2008, he also served as a consultant and Board Member for the New Jersey Pediatric Council on Research and Education. (PCORE) notably works in tandem with health care professionals and other service providers to improve health policies and practices and educate parents and primary care providers on preventative health topics within the context of a medical home. In addition, Dr. Rice is a former medical consultant for the New Jersey Youth Soccer Olympic Development Program (ODP) and past chairman for the New Jersey Student Athlete Cardiac Task Force and as a Medical Captain for the New York City Marathon. He has been active with the Brain Injury Association of New Jersey as a member of the concussion in youth sports committee since 2004. He participated as a faculty member in the American Medical Association for Sports Medicine's annual Fellows Research Workshop from 2000-2015.

During his career, Dr. Rice authored his first book, titled "Athletic Health Care System." The book was formally published in 1988. To share his expertise with others, he has been active with the Brain Injury Association of New Jersey as a member of the concussion in sports steering committee since 2005. Dr. Rice has also remained active at Columbia College as an alumni representative since 1974.

Dr. Rice received a Bachelor of Arts in chemistry at Columbia College in 1967. He acquired a Doctor of Medicine and a Doctor of Philosophy in pathology and immunology in 1974 from New York University School of Medicine, followed by a pediatric residency at the Children's Hospital/University of Washington in Seattle from 1974-1977. He later received a Master of Public Health at the University of Washington in 1983. A diplomate in pediatrics and sports medicine through the American Board of Pediatrics, Dr. Rice is licensed to practice medicine in New Jersey and formerly in Washington.

A member of the American College of Sports Medicine (ACSM) since 1979, Dr. Rice later became a fellow in 1983. With ACSM, he served on multiple committees and task forces, was on the board of trustees from 2007-2010 and chaired the health and science policy committee for over a decade. In 2017, the organization honored him with its prestigious Citation Award for significant contributions to sports medicine and exercise science. Dr. Rice is also a member of the American Academy of Pediatrics/New Jersey Chapter where he served as chairman of several committees and was a chapter president, vice president, treasurer and secretary-editor of its New Jersey chapter. He served on the American Academy of Pediatrics nationally, serving on the Council on Sports Medicine and Fitness (COSMF) from 2003-2009. He was the lead author on two important position statements, including "Medical Conditions Affecting Sports Participation" and "Baseball and Softball." He received the Thomas E. Shaffer award from COSMF as a lifetime achievement award in 2013. Dr. Rice received a lifetime achievement award from the International Marathon Medical Directors Association (IMMDA) in 2019.

He twice received the Silvio O. Conte Award from the Brain Injury Association of New Jersey in 2006 and 2015. Other recognitions include a Volunteer Faculty Teaching Award from the Robert Wood Johnson Medical School-UMDNJ in 2000 and two Commendation Awards from the Washington State Interscholastic Activities Association in 1981 and 1995. Named one of Top Doctors in Greater New York Metro Area by Castle Connolly every year since 2002. Dr. Rice has also been named to the Top Doctors in Sports Medicine by New Jersey Magazine five times between 2001 and 2011. Other industry-related memberships to his credit include the Alliance for Health (Shape America), the Medical Society of New Jersey, the American Medical Society of Sports Medicine and the National Strength and Conditioning Association.
