Frank Valentine Hermann, PE, Presented with the Albert Nelson Marquis Lifetime Achievement Award by Marquis Who's Who

One of the highlights of Frank Valentine Hermann's career was his involvement in the plan and design of Honolulu International Airport's Reef Runway.

Mr. Hermann initially thought he wanted to be a teacher or a professional Boy Scout leader. But after talking to different people, he decided to pursue a career in civil engineering. He opted to enroll at Lafayette University because the head of the college provided Mr. Hermann with a great deal of support during his attendance.

Mr. Hermann has earned a Bachelor of Science in civil and environmental engineering from Lafayette College, a Master of Science in city and regional planning from the University of Pennsylvania and a Bachelor of Science in education from East Stroudsburg University. He is a licensed civil engineer in Nevada, Hawaii & Guam. After graduation, Mr. Hermann discovered that he preferred working in Hawaii, Micronesia, and the Philippines, where the airfield is the lifeblood of underserved communities.

One of the highlights of Mr. Hermann's career was his involvement in the plan and design of Honolulu International Airport's Reef Runway. The design was innovative for that time and there were many environmental challenges that had to be overcome. To design a runway in an environmentally sensitive manner, one lagoon area was closed, raising objections by the project's funders. To overcome that challenge, Mr. Hermann designed a system that flowed through the lagoon, allowing the project to move forward.

Mr. Hermann prepared the concept plans for the Keahole (Kona) Airport on Hawaii Island, the Taoyuan International Airport in Taiwan, and mid-Pacific airports on Marshall, Pohnpei, Chuuk (Truk) and Saipan islands. He participated in planning, design, and construction of the new (1970 era) Honolulu International Airport apron projects and Runway 4R extension and reconstruction. At Guam International Airport civilian terminal he participated in the original concept plan and subsequent upgrades including new aprons with fueling and loading bridges. At Clark Air Force Base in the Philippines he prepared the conceptual layout plans, final designs and participated in the construction of the parallel runway. He also prepared an Airport System Plan for Micronesia in the mid 1970's which emphasized not only the major district center airports and included long-range plans to provide air service to almost all inhabited outer islands.

Currently, Mr. Hermann is excelling as a consultant. From 2006 to 2019, he was employed as a senior airport engineer for Leo A. Daly. Prior to accepting that post, Mr. Hermann was active as a consultant engineer from 1993 to 2016 after leaving Ralph M. Parsons Co., where he had worked as a principal engineer from 1970 to 1993.

Mr. Hermann built his reputation in the engineering field while working as an airport planning engineer at the Federal Aviation Administration from 1966 to 1970. He began his career as a planning engineer at the Bureau of Public Roads in 1959. Mr. Herman was recognized for Outstanding Engineering Support by the U.S. Army Corps of Engineers in 1983 and Outstanding Engineering Support by the U.S. Navy in 1978 and 1992. He received the Airfield Pavement Practitioner Award from the American Society of Civil Engineers on June 10, 2013.

Mr. Hermann requested that his sexual orientation be noted in this professional narrative. As a gay man he was fired from one job because of his orientation, but offered jobs by management who challenged him and offered him opportunities.
