Dr. Zil is a psychiatrist and forensic specialist with a career spanning more than 35 years. He attended the University of Redlands, majoring in mathematics, and graduated magna cum laude with a Bachelor of Science in 1969. He was drawn to medicine due to the professional challenge the field presented, and earned a Doctor of Medicine at the University of San Diego in 1973. He completed a Master of Public Health at Yale University in 1977, and was the winner of Fletcher's Sever Problem, an open theoretical mathematics competition for Yale students and faculty, in 1976. Dr. Zil further studied at Jefferson College, from which he obtained a Doctor of Jurisprudence, with honors, in 1985.

From 1968 until 1970, Dr. Zil excelled as a medical clerk for the Clinica de Casa de Todos, Tijuana, Mexico. He completed an internship and residency in psychiatry and neurology at the University of Arizona between 1973 and 1975, and was a fellow in psychiatry and forensic psychiatry to the Connecticut State Department of Corrections from 1975 to 1977. In 1976, Dr. Zil served as an instructor of psychiatry at Yale University and physiology at the University of Massachusetts. He further distinguished himself as the unit chief of inpatient and day hospital at the Yale-New Haven Hospital from 1975 to 1977.

Dr. Zil began his career with the University of California San Francisco, in 1977, as an assistant professor of psychiatry, rising to the position of an associate professor of psychiatry and internal medicine in 1982, as well as the vice-chair of the school's department of psychiatry from 1983 to 1986. He was the University of California's central office legislative liaison from 1988 until 2003, and remained a member of clinical faculty between 1991 and 1999. From 2003 to 2007, Dr. Zil maintained activity as the medical director of the Sierra Vista Hospital at the University of Southern California, and acted as the hospital's postgraduate training director from 2003 until 2012, as well as the director of ethics from 2007 to 2015.

Dr. Zil continued his career as the medical director of the American River Hospital from 2011 to 2015. Since 2002, he has been a commissioner of the Physician's Advisory Board to the Presidential Commission on Business, and has provided his professional expertise to numerous legislative advisory panels on corrections and forensic psychology. He is the author of "Suicide Prevention Handbook," 1987, "Psychiatric Services in Jails and Prisons," 2000, and several seminal case studies. Dr. Zil is a distinguished lifetime fellow of the Royal Society of Health, and a past president of the American Association Mental Health Professionals in Corrections.
