Ms. Phillips earned a Bachelor of Arts in special education and elementary education from Arizona State University in 1978 and a Master of Arts in educational administration from Northern Arizona University in 1981. She later obtained a Master of Science in school psychology and counseling from Lewis and Clark College in 1999. She is certified in the assessment, diagnosis and the education of students with traumatic brain injury, fetal alcohol syndrome, behavioral disorders, and learning disabilities.
Ms. Phillips began her career as a general and special education teacher and administrator for various schools in 1978. In 1997, she was appointed as an assessment specialist for the Educational Service District in Deschutes County. and a learning and behavioral consultant, assistant director of special programs as well as the director of early childhood special education for Bend LaPine Schools from 1988 to 2000. She ran the preschool educational programs for the Sunriver Nature Center in 1988-1991. In addition to her main career, she was recruited as an adjunct instructor for Portland State University and Lewis and Clark College. Ms. Phillips has also been affiliated with the Criminal Defense Attorneys Association as an expert witness on capital cases.
Since 1995, Ms. Phillips has also thrived as the chief executive officer for Phillips Associates LLC and senior consultant, founder and president of Total Behavior Management.
For the past twenty years, Ms. Phillips has been a top presenter for the Bureau of Education and Research providing seminars on behavioral disorders and special needs throughout North America. She was a consultant for the Oregon Department of Education in early childhood special education. At the same time, Ms. Phillips worked as a mental health consultant for Harney County Head Start Programs from 1991 to 2010. She has also provided on-going seminars in Australia, Singapore, Viet Nam, China and Hong Kong for teachers and care providers, and has worked for the British International Schools.
Ms. Phillips has authored 13 books and multiple articles, including "Parents as Partners: Effective Strategies for Catholic Teachers" in 2012 and "Using Response to Intervention for Difficult and Disruptive Behaviors" in 2010. She has two full length DVD and multiple recorded webinars. She is a member of the National Association of School Psychologists, the National Speakers Association, and the American Counseling Association. She has certification as a virtual presenter and continues to deliver virtual seminars to teachers across the globe. She prides herself on continually learning more about her field and building her skills. She plans to retire in the coming years, and would like to do individual therapy, behavioral counseling and working with families on the needs of challenging children, especially after the COVID-19 pandemic.
