With more than 45 years of excellence to his credit in Cardiology, Dr. Baltazar found success as Assistant Professor of Medicine at Johns Hopkins University School of Medicine, Director of Noninvasive Cardiology at the Department of Medicine, Sinai Hospital of Baltimore from 1988 to 2016, and presently as emeritus Fellow with the American College of Cardiology. He served as the only full-time Cardiologist in the Depart1nent of Medicine at the Sinai Hospital-Johns Hopkins University Program in Internal Medicine at the time of his retirement in 2016.
Prior to embarking on his professional journey, Dr. Baltazar earned his pre-medical degree in 1961 at the University of the Philippines College of Arts and Sciences and Doctor of Medicine in 1966, from the University of the Philippines College of Medicine. He was the chief resident in Internal Medicine at the University of the Philippines-Philippine General Hospital in 1970. After moving to the United States, he completed a residency in Cardiology at Sinai Hospital of Baltimore in 1973 and in Pediatric Cardiology with Johns Hopkins Hospital. He subsequently completed a fellowship in Cardiovascular Disease at Maimonides Medical Center in 1975. Well-qualified in his field, he is board certified in Cardiology and in Internal Medicine.
In recognition of his excellent work, he was honored with a Faculty Best Teacher Award from the Johns Hopkins University/Sinai Hospital Program in Internal Medicine on several occasions. Accordingly, the teaching award was eventually named The Romulo Baltazar Excellence in Teaching Award. He also received the Golden Apple Award for Excellence in Teaching, the 2012 C. Lockard Conley Award by the American College of Physicians for contributions to resident clinical care, education, and research. One of four Medical Services in the Department of Medicine was named The Baltazar Service with only four Medical Services being named after a distinguished educator in the 150-year history of Sinai Hospital. He was also voted one of the Top 20 Outstanding Filipinos in the United States and Canada in 1999. He was admitted as a fellow to the American College of Chest Physicians, the American College of Physicians and the American College of Cardiology. As part of his career, Dr. Baltazar published several scientific articles and wrote a textbook in Electrocardiography "Basic and Bedside Electrocardiography," published by Wolters Kluwer/Lippincott, Williams and Wilkins in 2009 and distributed worldwide. This was the reference textbook in Electrocardiography in the Johns Hopkins University-Sinai Hospital teaching program.
Within the coming years, Dr. Baltazar intends to republish the second edition of his textbook. He credits his professional successes to the support he received from his family as well as the stellar training he received throughout his career. His wife and son are also physicians, and continue their commitment to providing excellent patient care.
