Jacqueline A. Charles, PhD, has been Inducted into the Prestigious Marquis Who's Who Biographical Registry

Dr. Jacqueline A. Charles is recognized for her expertise as a leader with the office of small business programs with the Department of Defense and Federal Career Connection, Inc.



    KING GEORGE, VA, June 20, 2023 /24-7PressRelease/ -- Jacqueline A. Charles, PhD, has been included in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

With more than two decades of excellence to her credit in federal service specializing in Department of Defense acquisition and sustainment of various weapon systems and small business policy helping small businesses through advocacy and utilizing her experience and connections to assist them with decreasing barriers to the federal marketplace, Dr. Charles has earned distinction as the associate director of the office of small business programs with the Department of Defense. Since 2022, she has focused her efforts on workforce development, developing innovative strategies, and policy guidance for small business socioeconomic programs. She has led significant efforts in support of President Biden's Executive Order 13985 on advancing equity in the federal government, including developing policies related to the Small Business Act and leading congressional affairs. She is most proud to have skillfully published a Department of Defense policy on category management to help components achieve their small business goals.

Outside of her main career efforts, Dr. Charles is a valued member-at-large with Federally Employed Women and volunteers her expertise to the African American Federal Executive Association and Women in Government Relations. Additionally, she has served as the acting executive director of Federal Career Connection Inc. since 2021, leading volunteer operations to help job seekers find their occupational calling in public, national, military or other federal services to contribute to the public good. Dr. Charles has also successfully recruited and filled key volunteer leadership positions to lead virtual production and nonprofit fundraising.

Dr. Charles began her career as an inventory management specialist within the federal career internship program for the United States Army Communications Electronics Command (CECOM) in 2008 and was promoted to an integrated logistics support team lead in 2011. Following this time, she served as the deputy assistant program manager of logistics for the aviation logistics and maintenance program branch of the Naval Air Warfare Center Aircraft Division in Lakehurst, New Jersey in 2012.

In 2014 through 2015, Dr. Charles served in a similar capacity for the Naval Air Warfare Center Aircraft Division in Patuxent River, Maryland supporting the Aircrew Chemical Biological Radiological Protective Systems Program and the Next Generation Jammer Low Band acquisition program that addressed Airborne Electronic Attack capability. She continued her career as an assistant program manager of logistics for the Unmanned Aircraft Systems Weapons Program Division in 2018 and pivoted to serve as a strategic planning team lead for the largest procurement program in the Department of Defense, F-35 Lightning II Joint Strike Fighter program in 2019. The next year, she was hand-selected by the F-35 Product Support Manager for a key leadership role as the product support manager for combat data systems at the aforementioned office. In this capacity, Dr. Charles was responsible for overseeing a $120 million operational budget and leading efforts to provide software and hardware support on behalf of aircraft pilots. With an eye toward affordability metrics and sustainability, she has also led several cost-cutting initiatives to streamline and reduce life cycle costs for the F-35 program.

In addition to her primary endeavors, Dr. Charles has advocated tirelessly on behalf of the cause for diversity and inclusion within the federal government. Notably, she worked with McKinsey & Company to spearhead the F-35 Diversity and Inclusion Advisory Group Survey and Barrier Analysis team and developed an organizational health survey, which included several diversity and inclusion aspects that have been aimed toward fostering more inclusive hiring practices, mentorship and allyship in the organization. To further advance this goal in an international workforce, Dr. Charles also led the first diversity and inclusion event in the combat data systems program office. For her efforts, she was commended by the director of combat data systems, as well as the F-35 Program executive officer.

Among her professional accomplishments, Dr. Charles was honored with Civilian of the Quarter Awards in 2003 and 2004 and received a Certificate of Appreciation in 2008. She also was given a PMA-260 Command Letter of Appreciation in 2014, a PMA-281 Command Letter of Appreciation and a Deputy PM Team and Employee Recognition, both in 2018. Added to these, she was presented with seven Special Act Awards over the years and won the William A. Brown Sr. Scholarship from the African American Federal Executive Association (AAFEA) in 2021. The same organization also awarded her the Tracy Pinson Trailblazer Award in 2022.

Not content with just her own success, Dr. Charles consistently champions the professional advancement and growth of federal employees. In addition to advocating for her team members to invest in themselves, she is quick to recognize their accomplishments with quarterly awards that enshrine their service to the F-35 Program. Furthermore, Dr. Charles works diligently to support the goals of AAFEA, and has served on their 2022 sponsorship committee to secure partnerships with such companies as Deloitte, Booz Allen Hamilton and the Royal Consulting Firm. She also led efforts to collaborate with Ambi, an African American owned business, to obtain product donations and enduring support for the cause of AAFEA.

Before embarking on her professional journey, Dr. Charles earned an Associate of Science in paralegal studies from Florida Metropolitan University in 2007 and a Bachelor of Science in business administration from Everest University in 2009. Following these achievements, she attained a Master of Business Administration in global operations and supply chain management in 2012 and a post-master's certificate in college teaching in 2017, both from Capella University. She subsequently gained a Doctor of Philosophy in education with a specialization in leadership for higher education from Capella University in 2020, writing her dissertation on "Leadership of College Presidents from Private and Nonprofit Sectors: A Qualitative Study."

Uniquely qualified in her field, Dr. Charles is a Defense Acquisition Corps member and graduated from the NAVAIR Journeyman leadership program in 2015. She also holds DAWIA certifications in life cycle logistics and program management from the Defense Acquisition University. Added to these credentials, she is diversity, equity and inclusion certified and completed NAVAIR's flagship leadership program in 2023.

Within the coming years, Dr. Charles intends to continue to pursue future opportunities that may be available within small business advocacy, policy or congressional affairs. Her goal is to become a leader in the Senior Executive Service operating and overseeing a government agency or activity. Dr. Charles is an advocate for higher education and upon retirement may transition to work in a leadership role at a higher education institution.
