With more than two decades of committed service to the Department of Defense United States military, Dr. Carter has earned distinction as the founder and chief executive officer of People First Consulting Inc. Since 2022, he has focused his efforts on ensuring people are treated fairly throughout all of the military services and the Department of Defense agencies as well as guaranteeing they are compliant for training and risk management.
Prior to his current role, Dr. Carter served in the United States Army for 25 years, including serving honorably as a first armored division artillery deputy commander for the United States Army in 2014. Later that year, he became the chief executive officer and Battalion Commander for the Warrior Transtion Batalion at Fort Bliss, Texas and subsequently reassigned as the United State Forces Korea chief of theater master planning in 2017. Following this assignment, he was assisnged to the Pentagon serving as the Executive Officer and military deputy of compliance from 2018 until 2022. Upon serving in four combat tours in Iraq/Afghanistan, he was honored with two Bronze Stars from the Army in recognition of his dedicated service.
Throughout his military career, Dr. Carter contributed a wealth of publications and research, including to the United States Army Field Artillery Journal in 2006 and Dissertation research with Walden University in 2017. He also co-authored "Water Wars Sharing the Colorado River," published by Outskirt Press in 2019, "U.S. Gas Prices Rising, Who's to Blame?" for the American Society for Public Administration in 2022, and "Cold War to Hot War—World War 3," also for the American Society for Public Administration that year. He currently serves as a board member for the Institute for Polarities of Demoracy.
Dr. Carter earned a Bachelor of Business Administration in business management from Savannah State University in 1997, and he attained a Master of Arts in human resources development from Webster University in 2000 and a Doctor of Philosophy in public policy and administration with a concentration in non-governmental organization from Walden University in 2017. While developing his professional journey, Dr. Carter graduated from the United States Army Combined Arms Services and Staff School, Command and General Staff College, and the Joint Special Operations University. He completed the NATO Operational planning course School Oberammergau, Germany. Eminently qualified in his field, he holds a mechanical engineering certification from Cornell University and U.S. Public Policy: Social, Economic, and Foreign Policies from Harvard University, among other credentials.
