Prior to this role, he was active as an independent policing practices and procedures contractor from 2020 to 2021. Mr. Brown initially began his career serving as a law enforcement officer and the chief of police for the City of Richmond, California from 1984 until 2020, while also contributing to the Civil Rights Division for the United States Department of Justice as a policing practices and procedures expert between 2015 and 2017.
During his professional journey, Mr. Brown pursued an education at the Dominican University of California, where he obtained a Bachelor of Arts in human resources management and services in 2006. He continued his academic efforts at the Golden Gate University, earning a Master of Science in human resource management in 2014. As a commitment to his field, he has been active with several industry-related organizations, including the California Police Chiefs Association, the International Association of Chiefs of Police, the Trust and Safety Professional Association, the Police Executive Research Forum and the National Organization of Black Law Enforcement Executives. Likewise dedicated to civic advocacy, Mr. Brown is involved with the Equal Employment Opportunity Commission for the county of California.
Among his professional accomplishments, Mr. Brown is most proud to have attained a senior leadership role in law enforcement, through which he implemented progressive changes in policies concerning the use of force and civic engagement, with the understanding that policing in a community is a shared responsibility between the police and the public. Likewise, he takes pride in modernizing the police force and the training procedures to deal with present-day realities, in addition to utilizing such new technologies as body-worn cameras, automated license plate readers and drones to assist law enforcement officers with crime prevention and regulation. Reflecting on his achievements, he attributes much of his success to the relationships, opportunities, timing and training that he received throughout his career.
