Dr. Samson is a political scientist, retired college professor, and self-employed writer in the Pacific Northwest. As an independent scholar, he writes on a wide range of topics, particularly in the areas of political philosophy, intellectual history, and constitutional sources. Many of Dr. Samson's articles and study guides are also part of the Liberty University Digital Commons collections. He has served on the board of directors on University Professors for Academic Order and the editorial board for several publications.

Having taught in higher education for more than 40 years, Dr. Samson was most recently a professor of government at Liberty University in Lynchburg, Virginia, from 1998 through 2017. He served as the first department chairman of the Helms School of Government between 2004 and 2007 and later served as the public policy program director.

Dr. Samson has taught at several academic institutions and lectured at the Romanian-American University. Throughout his professional teaching career, Dr. Samson has taught courses in political science, history, geography, and humanities. Much of his research and writing focuses on the work of Francis Lieber; European and American intellectual, cultural, and constitutional traditions; government regulation; and political and economic development.

Among his most notable writing contributions are three series of law review articles in the Western Australian Jurist on church-state conflicts, government regulation, and political challenges to constitutional liberty. He also writes for The Market for Ideas and other journals in Bucharest, including, most notably, 'Rival Traditions of Liberty: America vs. The European Union.' Dr. Samson was honored to be selected for an interview for the post of historian with the United States Bicentennial Commission during his academic career.

Educated at the University of Colorado at Boulder, Dr. Samson received a Bachelor of Arts and Master of Arts in Political Science in 1974. His master's thesis dealt with the impact of modern science and technology on society. Continuing his studies, he graduated from the University of Oregon with a Doctor of Philosophy in Political Science in 1984. His dissertation, much of which has been published in separate articles, is entitled Crossed Swords: Entanglements between Church and State in America. Dr. Samson also received certification as a teacher.

Dr. Samson is a member of the Philadelphia Society, National Association of Scholars, and Truth and Transformation USA. Dr. Samson was notably the recipient of a Henry Salvatore Fellowship at the Heritage Foundation in 1994.
