Now retired, Dr. Butler was a project director and senior executive service member of the U.S. Nuclear Regulatory Commission (NRC) from 1967 to 1995. As part of his responsibilities, he dealt with applicants and licensees, oversaw a half dozen project managers, and assigned staff members to various nuclear power plant problems. During his tenure, Dr. Butler also contributed to several substantial projects. Headquartered in North Bethesda, Maryland, the NRC is recognized as an independent agency of the U.S. government responsible for protecting public health and safety related to nuclear energy.

Recruited to the NRC from the Aerojet General Corporation, Dr. Butler was a nuclear engineer from 1962 to 1967. He also served with the Aerojet General Nucleonics Subsidiary in the same capacity between 1957 and 1962. While employed by Aerojet, Dr. Butler was notably recognized for developing a simulator for a nuclear power plant.

Among other professional accomplishments, Dr. Butler was involved in a significant amount of nuclear plant analysis using a high-grade computer program, which produced many good results. Disseminating his findings, he contributed several scholarly articles to the professional publication of the American Nuclear Society. Dr. Butler was also a lead engineer in developing the regulatory requirements governing a particular hydrogen control system.

Born to an American father and a Japanese mother, Dr. Butler enlisted in the U.S. Air Force in 1949 before becoming a permanent U.S. citizen. He initially spent 30 months at Clark Air Force Base in the Philippines and concluded his service with 12 months in Kansas. Dr. Butler served in the military until 1952.

While in high school, Dr. Butler was a swimming team member in the Philippines. He resumed the sport when he joined the U.S. Masters Swim Team in Las Vegas, competing in various cities, and became listed among the top 10 national swimmers for his age group.

In preparation for his career, Dr. Butler earned a Bachelor of Science in electrical engineering and a Master of Science in engineering science from the University of California in Berkeley in 1956 and 1957, respectively. He also received a Master of Business Administration from California State University in Sacramento in 1966 and a Doctor of Philosophy in nuclear engineering from the University of Maryland in 1972. Dr. Butler also received credentials as an electrical engineer in California in 1965. He attributes his success to the culture cultivated by his mother, who placed great value on education and encouraged him to continue his schooling.
