Francis "Frank" J. Foley II has been Inducted into the Prestigious Marquis Who's Who Biographical Registry

    CORONA, CA, December 04, 2023 /24-7PressRelease/ -- Francis "Frank" J. Foley II has been included in Marquis Who's Who. Leveraging more than four decades of excellence in software safety and engineering within the aerospace industry, Mr. Foley has earned distinction as the owner and chief engineer for F2CO Technical Services. Since 2021, he has focused his efforts working on a contract with NASA to serve as a system safety consultant for two programs at the Armstrong Flight Research Center located at the Edwards Air Force Base.

Before establishing his company, Mr. Foley began his career as an engineer II with Northrop Aircraft in 1981 and was a principal engineer for the Northrop Grumman Corporation in 1984. Following this time, he served as an associate technical fellow for software safety and engineer six for The Boeing Company in 1998 until rejoining the Northrop Grumman Corporation as a program lead and software system safety engineer five in 2002. He was promoted to a lead for the Global Hawk System safety program in 2007 and to an associate technical fellow and engineer six in 2009. He continued his career as the chief engineer for Foley Engineering in 2017, working in a consulting capacity for several modest contracting assignments until being approached by NASA for his present role.

Also dedicated to civil advocacy, Mr. Foley has a profound passion for STEM and has delivered presentations to senior classes at the University of Southern California and the University of California, Los Angeles. These engagements were facilitated by Northrop Grumman Corporation with the objective of recruiting promising talents from these academic institutions.

Among his professional accomplishments, Mr. Foley was a member of the 2013 Robert J. Collier Trophy Recipient Team, recognized for their contributions to the X-47B Unmanned Combat Air System project, in which he served as the lead software safety engineer. He was also admitted as a Software Engineering Associate Technical Fellow and Engineering Fellow in Software System Safety Engineering by the Northrop Grumman Corporation. He also was listed in the Wall of Honor Certificate of Registry of the Smithsonian National Air and Space Museum's Steven F. Udvar-Hazy Center in 2017 and received a Strathmore's Who's Who Award "for Pioneering Achievements in the Advancement of Software Safety Techniques for the DoD and Industry."

To prepare for his career, Mr. Foley earned a bachelor's degree in electrical and electronics engineering with minors in mechanical engineering and computer science from Northeastern University in 1981. Well-qualified in his field, he completed a software safety engineering certificate program at the University of California, Los Angeles in 1988 and a safety professional certificate program from the System Safety Society in 1994. He also underwent a system engineering certificate program with the California Institute of Technology in 1996.

Within the coming years, Mr. Foley intends to transition his career to teaching at a community college or volunteering to give back to his community. Recognized as an industry expert in software safety by one of the founders of the System Safety Society, he is proud to have served as the lead software safety engineer for the B-2 Bomber under a recommendation from the United States Air Force director of the B-2 Bomber Program Office to spearhead the development of their software system safety handbook. Thanks to his work, he became a key member of a United States Air Force committee entrusted with the handbook's development for the United States Department of Defense.
