Russell W. Hawkins Jr. lends years of expertise to his work with the South African Government



He created a proposal submitted to the state department, which focuses on securing funding to strengthen the capacity of government officials in public service delivery.

Drawing on years of professional expertise in international relations, Mr. Hawkins serves as a liaison between the South African government and the University of California. As a freelancer, he created a proposal submitted to the state department, which focuses on securing funding to strengthen the capacity of government officials in public service delivery. Alongside his work as an international relations specialist, Mr. Hawkins leverages his expertise with the South African Local Government Association and the University of California, Berkeley's Richard & Rhoda Goldman School of Public Policy.

During the early stages of his career, Mr. Hawkins gained valuable expertise in the field as a program counselor for the Korea Trade Promotion Investment Agency, chief executive officer of IDTI InvesTrade, program director of Africare, and a municipal finance adviser for the United States Agency for International Development. An expert in his field, he earned a master's degree in environmental management from Duke University and a Master of Public Administration in Public Policy from Harvard University's John F. Kennedy School of Government. Subsequently, Mr. Hawkins expanded his professional knowledge by earning a Certificate of Achievement from the Korea Trade-Investment Promotion Agency.

Driven to remain abreast of changes in the field, Mr. Hawkins aligns himself with the Alpha Phi Alpha Fraternity and the Harvard Kennedy School Alumni Association. In conjunction with his work, he oversees the Harvard University Alumni of South Africa and serves as an admissions interviewer for Duke University. He has also volunteered as a poll official and electric judge in three state elections in his community.

In light of his professional achievements, Mr. Hawkins was awarded for participating in the U.S.-South African Binational Commission's Conservation, Environment, and Water Committee. While his career has been filled with highlights, he is most proud of his work during his tenure with the U.S. Embassy in South Africa. He was pivotal in executing projects that utilized U.S. technological expertise in partnership with the South African government. Other standout moments include liaising with the then Vice President Al Gore and former President of South Africa, Nelson Mandela. Looking forward, Mr. Hawkins intends to complete a doctoral degree in education and leave a legacy for others to follow.
