Her journey with the URA includes pivotal roles such as Director of Finance, Assistant Director of Finance, and Senior Accounting Manager and Supervisor. Presently, she spearheads accounting and finance operations, supervises deal analysis and negotiations, and steers both short-term and long-term strategic planning initiatives. Since joining the organization in 2009, Ms. Carter initially managed accounts payable and receivable departments, handled payroll for nearly 90 employees, and contributed significantly to audit preparations.
Before joining the URA, Ms. Carter served as the Administrative Manager for Abraxas III, where she provided administrative and business support. She also gained valuable experience in finance and accounting during the early stages of her career with the City of Pittsburgh and Citizens/Mellon Bank. Throughout her professional journey, she has honed her expertise in complex fund accounting process management.
Ms. Carter's educational journey began at Pittsburgh Public School's Westinghouse Academy, where she established the groundwork for her academic achievements. She proudly holds a Bachelor of Science in Accounting and Finance from Central State University, a historically Black college and university (HBCU), highlighting her commitment to supporting and celebrating the legacy of HBCUs in higher education. Additionally, she earned an MBA in finance from Strayer University. Her dedication to staying abreast of industry developments is exemplified through her involvement with the Rankin/Mon Valley/Pittsburgh section of the National Council of Negro Women.
Recognized for her outstanding contributions, Ms. Carter received accolades from the Mayor of Pittsburgh, Ed Gainey and her peers at the URA for her work in the Finance Department. Notably, she takes pride in being the organization's first Black CFO, reflecting her dedication to breaking barriers and fostering inclusivity in her field.
