Before joining SHRM, Ms. Birbal served as the director of government relations at the Council on Foundations from 2007 to 2012, where she honed her skills in legislative coordination and advocacy. Her career in government relations began at the American Psychiatric Association as a federal legislative coordinator from 2004 to 2007.
