With a background covering more than 50 years of professional experience in Federal Labor Relations, Mr. Elam is primarily responsible for counseling, training, conducting seminars, reviewing labor relations programs providing technical assistance to Federal Agencies and promoting labor relations. Mr. Elam has previously served as a Union President and national representative, testifying before congressional committees, and as Director of Labor Relations for USDA Food Safety Inspection service, retiring in 1989. Since that date he has operated his own nationally recognized consulting firm, "Labor Relations Services". He is the recipient of numerous awards and attributes his success to a strong work ethic.

Mr. Elam has completed numerous industry training programs. He stays current with the trends in his profession by attending seminars, conferences, and reading industry related publications. t-le is a member of Cherokee Baptist Church and has been working for the past six years trying to get a new trial for an 81 year old man wrongfully convicted of killing his wife and wounding his two children. The man has been wrongfully held in a Mississippi prison for more than 16 years.

Mr. Elam's hobbies are boating and traveling. He and his wife have been married for over 56 years.
