Dr. James C. Hogan Jr. was the Health Laboratory Section Manager (HLSM) of the Environmental and Biochemistry Section in the Division of Laboratory Services at the State of Connecticut's Department of Public Health. He was responsible for the Laboratory function and reporting of results in Environmental Blood and Lead Analysis for children and adults who reside in the State of Connecticut as well as analysis for environmental contaminants found in drinking water, waste water soils, air and fish. Dr. Hogan was a Project Manager for a $400,000.00 Planning Grant from the Center for Disease Control and Prevention that was designed to develop a Biomonitoring Plan for investigating the impact of environmental toxins on humans in the State of Connecticut. Dr. Hogan earned a B.S. degree in Science Education from Albany State University, a M.S. degree in Biology from Atlanta University, and a PhD degree in Biology from Brown University. He came to Connecticut in 1972 as Postdoctoral Fellow in the Biology Department at Yale University and one year later was appointed as a Research Associate in Pathology at Yale School of Medicine. He was an Assistant Professor at the UConn School of Applied Health, and Director of Minority Student Affairs at the University of Connecticut Health Center's School of Medicine and Dental Medicine.
Dr. Hogan joined UConn in 1978 from the Howard University School of Medicine to implement one of Dr. Frederick J. Adams "Special Visions" which was a workforce development project aimed at increasing the number of minority students pursuing careers in the health professions. In 2001 he received the first annual Frederick J. Adams Award and a Certificate of Recognition from the Department of Public Health for initiating the Annual Martin Luther King Jr. Luncheon Celebration, which he hosted from 1986 until 2009. This initiative inspired the commission of the Annual Dr. James C. Hogan Award by the Department of Public Health.
Dr. Hogan developed and implemented the Health Science Center Program (HSCP), a six-week summer enrichment program for the high school students from throughout the state who came to the UConn campus and studied Science, Biology, Chemistry, Math, Reading, and English. From 1978-1986 the HSCP and other initiatives also developed by Dr. Hogan at the UConn Health Center attracted more than 700 minority student participants. A very high percentage of these students are now practicing health professionals, including physicians, dentists, nurses, and physical therapists. Dr. Hogan has been awarded fellowships from the Ford Foundation, the Josiah Macy Foundation, the University of Connecticut's Research Foundation, and Yale University (Visiting Faculty Fellowship). He is listed in Who's Who in the East, Who's Who in Technology, Who's Who Among Black Americans, and Who's Who in the World. He is included in the second edition of 2000 Outstanding Scientists of the 20th Century, sponsored by the International Biological Center of Cambridge, England. Dr. Hogan has participated on Evaluation Panels for the National Science Foundation, the U.S. Department of Education, the Ford Foundation, the Howard Hughes Foundation, and the U.S. Department of Health and Human Services. He is a life member of the NAACP and a former Chairman of the New Haven Branch Education Committee. He is a member of the National Technical Association, and is a former member of the Advisory Committee Council of Gateway Community Technical College, and the Minority Health Advisory Committee at the Hospital of St. Raphael. He is also a member of the American Association for the Advancement of Science, the American Chemical Society, the Sigma Xi Honorary Scientific Society, the Planetary Society, and the New York Academy of Sciences.
Dr. Hogan was a founder and is past President of the Black Health Professionals Network (Hartford), the Connecticut chapter of the National Technical Association, and The North Haven Association of Black Citizens. He and his wife, Izola Hogan, founded the Immanuel Baptist Church Academy of Math and Science, and he is President of the Church's Men's Club. In 1993, Dr. Hogan became the first African-American to be elected to the Board of Education in the 208-year-old town of North Haven, Connecticut. He was reelected to a second term six-year term. In 1978 Dr. Hogan initiated a potentially nationwide program to enhance Lead Poison Prevention in Young Children. He has published an award-winning article entitled, "Lead Poison Prevention in Young Children: A National Tragedy." He is the father of a daughter, two sons, and has six grandchildren. He and his wife of 57 years reside in North Haven, Connecticut.
