"Nickey" Picard, Marshal of the City Court of Lafayette, will be included as an honored member in the 2008-2009 edition of the Cambridge Who's Who Executive, Professional and Entrepreneurial Registry for showing excellence, leadership and dedication in criminal justice.

A 55-year veteran of the criminal justice field, Marshal Picard was first elected to his present position in 1984. Now on his fourth sixth-year term, he serves as executive officer of the City Court of Lafayette, and excels in overseeing administration and law enforcement, executing court orders and mandates, and supervising deputy marshals and support staff on a daily basis. Prior to earning his current position, Marshal Picard honed his criminal justice skills as a Louisiana state police trooper and sergeant, and in sundry other positions in law enforcement. Under his administration, the marshal's office in Lafayette became the first marshal's office to be honored with the Recognition Award by the Commission for Accreditation for Law Enforcement Agencies (CALEA). He attributes his success to his values, education and open-mindedness, and to the inspiration he received from his late father.

Marshal Picard attended the Louisiana State Police Training Academy, the Southern Police Institute-University of Louisville, and the Federal Bureau of Narcotics Training Academy in Washington, DC. He is a Certified Safety Supervisor through the Committee on Motor Fleet Supervision of Pennsylvania State University, and is an active member of the Lafayette Kiwanis Club and a third- and fourth-degree member of the Knights of Columbus.

An inductee into the Louisiana Justice Hall of Fame in 2005, Marshal Picard has been honored with numerous citations and awards in the course of his long, distinguished career. These include several Lawman of the Year awards in Louisiana, Mississippi and West Tennessee, a United States Army Commendation Medal, a Louisiana Commendation Medal, a Louisiana Senior Non-Commissioned Officer of the Year Award, and promotion to the rank of Command Sergeant Major in the Louisiana National Guard.

Proudly Lafayette-born and -bred, Marshal Picard has been married for the last 59 years to the former Jeanette Dupuis, with whom he has two sons, a daughter and two grandsons. Following in his footsteps, one son is a chief deputy marshal, while one grandson is a St. Martin Parish deputy sheriff. Marshal Picard will be seeking his fifth term later this year.
