/Cambridge Who's Who/ -- Edmund W. ('Ned') Libby, PhD, PE, Program Manager for Extended Area Protection and Survivability (EAPS) with Northrop Grumman Information Systems, has been recognized by Cambridge Who's Who for demonstrating dedication, leadership and excellence in defense systems engineering.
In his position as Program Manager for EAPS with Northrop Grumman Information Systems, Dr. Libby leads a team of nine firms performing missile and sensor systems engineering and flight testing to develop a weapon system capable of protecting ground maneuver forces from enemy rockets and artillery. He directs all technical and business operations for this $70M program, including radar, rocket motor, and warhead testing, and advanced decision technology for battle management. Additionally, he conducts business development and executive customer interface for this game-changing technology.
Prior to attaining his most recent post, Dr. Libby served as Division Chief Engineer, managing technical innovation across a 1700-person organization, and as Program Manager for a major contract serving the Air Force intelligence community. As a Colonel in the United States Army, he served as the project manager for demilitarization of chemical warfare facilities and related hazardous wastes, and as product manager for Theater Ballistic Missile Defense targets, launching 32 ballistic missiles. Dr. Libby notes that an interest in military equipment prompted him to enter into his profession, and considers hard work and talented staff and co-workers to be the keys to his success.
Dr. Libby holds a PhD in Electrical Engineering and a master of science in guidance and control from the Air Force Institute of Technology. He graduated with honors from the University of California, Berkeley with a bachelor of science in chemical engineering. A registered professional engineer in the state of Virginia, he is a member of the American Institute of Aeronautics and Astronautics, the American Institute of Chemical Engineers, the Association of the United States Army, the U.S. Army Ordnance Corps Association, and the National Defense Industrial Association.
