    NORCROSS, GA, January 03, 2010 /24-7PressRelease/ -- According to a bill before congress the United States accounts for five percent of the world population but is home to 17.5 percent of all drug addicts. Many in congress say it's time to review the results of 11.3 billion dollars spent in Latin America to combat drug abuse here at home.

"Clearly, the time has come to take a fresh look at our counternarcotics efforts here at home and throughout the Americas, and the Western Hemisphere Drug Policy Commission will do just that," said bill-sponsor Representative Elliot Engel.

The money was spent from 1980 to 2008 and, despite the effort, drug trafficking and drug addiction in the United States have not dwindled and drug-related violence in Mexico and Colombia is on the rise.

Meanwhile funding for addiction treatment and rehabilitation has been cut repeatedly. This has resulted in a drug problem which has continued to grow despite all efforts to stop it at its source.

Lawmakers are now looking into better ways to deal with the problem, and this begins with the realization that interdiction alone will not solve the problem. Any effort to stop the drugs at the source needs to be coupled with programs to reduce the demand for the drugs.

"To tackle our nation's horrific drug problem, we cannot simply look to solutions on the supply side," said Engel, who noted that the commission "will assess all aspects of our drug policy, including domestic prevention and treatment programs."

According to SAMHSA, 21.1 % of Americans ages eighteen to twenty five years old have alcohol or other drug problems serious enough to require addiction treatment. However the number of drug addicts needing but not receiving addiction treatment is skyrocketing. Some estimates put the figure at 91%.

Unless there is a dramatic increase in the availability of drug treatment for those already addicted, the epidemic will only increase. The passage of legislation to address the problem is a step in the right direction but it is not the final solution.
