Elaine Chalmers de Vargo Recognized by Worldwide Who's Who for Excellence in Legislative Analysis

Elaine Chalmers de Vargo prepares vital congressional reports for the US Forest Service



    WASHINGTON, DC, June 8, 2012 /24-7PressRelease/ -- Elaine Chalmers de Vargo, Legislative Analyst for the U.S. Government, has been recognized by Worldwide Who's Who for showing dedication, leadership and excellence in legislative analysis.

Ms. Chalmers de Vargo, a legislative analyst for the United States Government. She attributes her long-standing success to her curiosity and tenacity to see things through. Throughout her career, Elaine has maintained a passion for champion social justice causes. While a HLPANR fellow, Elaine worked with community groups and fellow graduate students to lead an environmental justice project that would empower and educate underserved communities as to the dangers of eating vegetables grown in contaminated soil in neighborhood gardens adjoining an abandoned contaminated industrial air base. Elaine credits her success in obtaining positive policy and issues outcomes, to her ability to build consensus among various stakeholders. Since joining the U.S. Forest Service seven years ago, Ms. Chalmers de Vargo has utilized her expertise in legal studies and environmental law to track and analyze introduced Congressional legislation that is pertinent to agency mission. Additionally, she coordinates with her team and other agency staff to prepare responses to congressional staff and committee inquiries. She also attends hearings, and summarizes those hearings for agency distribution, works as a team with other staff members to prepare materials, and oversees the preparation materials for agency witnesses to testify at congressional hearings.

Ms. Chalmers de Vargo became involved in her profession after completing a prestigious Forest Service Fellowship. In 2003, she was sought out to participate in this graduation and leadership program for the Hispanic Leadership in Agriculture and Natural Resources. Ms. Chalmers de Vargo received a Master of Science in Justice Policy from The University of Texas at San Antonio in 2004.

In 1997, she earned a bachelor's degree in English and American Studies, with an emphasis on Legal Studies, from the same school. From 2009 to 2012, she was a member of the National Congress of American Indians. She is currently a member of the National Key Honor Society and Law and Society. For her work in the field, Ms. Chalmers de Vargo has won a Five-Year Achievement Award and a Graduate Research Award from the College of Liberal and Fine Arts. Looking forward, Ms. Chalmers de Vargo hopes to do more environmental and forest management related policy work.
