Ms. Kirkley brings an impressive background of more than 49 years of experience in civil engineering to the U.S. Army Corps of Engineers, a government agency specializing in civil works such as dredging, construction, and environmental protection. As a civil engineering technician, she is responsible for writing specifications for projects, designing dams, and managing dredging projects. In the course of her long, distinguished career, Ms. Kirkley has been honored with a Civil Service plaque for her contribution to navigation projects, with an honorary plaque from Texas A&M University for her contributions to a memorial scholarship fund, and with the Service Award and Commander's Award from the U.S. Army Corps of Engineers.

A Certified GS-12 Civil Engineering Technician, Ms. Kirkley earned her Bachelor of Arts in Management from the University of Houston-Clear Lake in 1990. She attributes her success to hard work.
