• Vikki Gates is the principal of the Structure Group. She has helped some of the largest regional transmission organizations (RTOs) and investor owned utilities (IOUs) in North America prepare for competition by providing project management, facilitation, market rule development, system development and implementation expertise. As a principal with the Structure Group, Gates monitors the development and implementation of competitive wholesale and retail electric markets across the Midwest, Southeast and Texas and oversees large system implementation and business process project teams in those regions. She has extensive experience with the development of the Texas market for both the Electric Reliability Council of Texas (ERCOT) and the Southeastern Electric Reliability Council (SERC) regions by serving as market trials coordinator for the ERCOT region and facilitating market participant protocol development for Entergy Texas. Gates has served as the independent coordinator of the Texas nodal market development for ERCOT. As the independent coordinator, her responsibilities included facilitating steering committee meetings on nodal market design with the ERCOT stakeholders, reporting status to the Public Utility Commission of Texas and coordinating stakeholder education.

• Read Comstock is the director of regulatory and legislative affairs at Strategic Energy. He is responsible for all regulatory and legislative matters regarding the Mid American region for Strategic Energy, a retail supplier of electricity products and services in competitive markets throughout the US. Comstock manages Strategic Energy activities before the Public Utility Commission of Texas, the Electric Reliability Council of Texas (ERCOT) and the Texas legislature. Comstock was the chairman of the 2005 and 2006 technical advisory committee, the ERCOT stakeholder committee that presents electric market policy recommendations to the ERCOT board of directors. He also has been a member of the ERCOT retail market subcommittee and the wholesale market subcommittee. Comstock's career has been devoted to the deregulation of electricity markets. Prior to joining Strategic Energy, Comstock was executive director of Competitive Power Advocates (CPA) in Austin where he was responsible for monitoring regulatory and legislative matters that affect independent power producers and power marketers in Texas. Prior to joining CPA, he was the manager of regulatory affairs for PG&E Energy Services in Houston.

• Stacey Wood is the principal of the Structure Group. She is responsible for consulting and software service engagements for wholesale power and natural gas marketers and retailers primarily in Texas and the Midwest. Wood is now taking the lead in expanding Structure's consulting practice by working with clients to implement solutions to reduce manual processes, increase data accuracy and minimize market based exposure to the business. She joined Structure in 2001 and was promoted to principal in 2005. Wood has more than 20 years of energy and consulting experience. She has also served on the North American Energy Standards Board (NAESB) representing the retail electric quadrant.
