Mr. Alain Souloumiac Inducted into Worldwide Who's Who for Excellence in Regulatory Intelligence

Mr. Souloumiac helps sharing of best practice in today's world



    ALSACE, FRANCE, June 7, 2013 /24-7PressRelease/ -- Mr. Alain Souloumiac, President of the Centre Europeen de Transposition (CeT), has been recognized by Worldwide Who's Who for showing dedication, leadership and excellence in Regulatory Intelligence.

Mr. Souloumiac has 6 years of experience as the president of CeT and more than 30 years as a legislative expert. In the course of his duties, he is responsible for supervising strategy and R&D. Prior to joining CeT, Mr. Souloumiac participated in the European enlargement from 1993 until 2007.

Mr. Souloumiac attributes his success to vision, ingenuity and chance. As a law professor at the University of Paris and specialist in standards, he was requested in 1993 by CEN (Comite Europeen de Normalisation) on behalf of the European Commission to organize the transposition and implementation of the Acquis Communautaire in the states concerned by the latest European enlargement.

This mission was linked to one of Mr. Souloumiac's greatest achievements: the "reference to standards". The concept was coined to describe a process whereby public requirements are implemented through standards defined by mandated bodies. He originally recommended this process to the French Government in his official report on the "Perspectives de l'informatique dans l'administration". It was first applied to keyboard layouts. From 1985, the concept contributed to the implementation of the New Approach in European Community. The introduction of the New Approach in former communist economies became a key means of the enlargement. European 'reference to standard' under the New Approach was also extended to the use of international standards under the Vienna Agreement between CEN & ISO (1991). The density of uniform standards which resulted from the process did facilitate the development of the World Trade Organization on the global market.
CeT now produces the software tools to:
• edit the public requirements referring to world and regional standards
• compile, compare and evaluate the national legislations
• disseminate the best practice and the regulatory intelligence

Mr. Souloumiac received a Ph.D. in Law from the University of Paris in 1979, a master's degree in political science in 1973, a master's degree in economics in 1972, and a master's degree in law in 1971. He also received special training on computers at Compagnie Internationale d'Informatique in 1969. He is a legislative expert and a member of EuRefer. In his spare time, he enjoys studying history and philosophy. In years to come, Mr. Souloumiac will return to university and teach regulatory intelligence.
