Born on May 26, 1946 in the USSR, Dr. Kornilov's career as a physical engineer and educator began with his studies at the Moscow Physical Engineering Institute from 1963 to 1969. Following his graduation, he worked as an assistant researcher, senior scientific researcher, and then leading scientific researcher between 1969 and 2004. Dr. Kornilov continued his studies at Khlopin Institute, receiving a PhD in Physics and Mathematics in 1981.

At the Institute of Physics and Power Engineering, Dr. Kornilov obtained a DSc in 1997. He was a visiting scientist for the IRMM-JRC from 2004 to 2005, and a contract agent from 2005 to 2008. From 2009 to 2013, Dr. Kornilov was a researcher for Ohio University. He immigrated to the United States in 2011, becoming a citizen on March 29, 2016.

He has served as a IAEA consultant in the Institute of Nuclear Physics and Nuclear Energy in Bulgaria, a lecturer for the IAEA training courses, and an invited professor of the University L. Paster and "Institut de Recherchers Subatomiques, IN2P3" in Strasbourg, France.

As an esteemed physicist and educator, Dr. Kornilov was a member of the American Physical Society. In 2007, he was the recipient of the JRC-IRMM (EC) Excellence Award for the best peer-reviewed scientific paper. His name was included in the books, "Scientific Elite of Kaluga Region" and "Great Men and Women of Science," in 2009 and 2015, respectively. Throughout his career, Dr. Kornilov has authored and published eighty-six research papers to various professional journals.
