Pavle Sicherl, PhD, Named a Lifetime Achiever by Marquis Who's Who

A retired professor of economics in the Faculty of Law at the University of Ljubljana of many years. Dr. Sicherl built his reputation as the founder of time-distance analysis and his organization, SICENTER (a/k/a Socio-Economic Indicators Center, est. 1993), using new S-time distance measure to time-series analysis in many areas. Dr. Sicherl began his career in the early 1960s in his home country of Slovenia (then a part of former Yugoslavia) as an economist for the Yugoslav Institute of Economic Research in Belgrade, where he later served as deputy and acting director. Dr. Sicherl also served as a macroeconomic adviser for the Harvard University Development Advisory Service in Addis Ababa, Ethiopia (1970-1974), after that he began teaching economics full-time.

S-time distance is a generic concept which is theoretically universal, like the notions of relative disparity or growth rate; it is capable of universal application across different units, levels of comparison and indicators. It is defined as the distance (proximity) in time between points in time when two compared units reach a given level of the indicator. It supplements the existing state-of-the-art methodology to time-series analysis in many fields and at many levels. The new comparative approach produces new insights into the relative rates of development of various indicators and units. The new tool can be applied in various disciplines (business, economics, sociology, political science, etc.).

Time-distance analysis enables researches to gain an improved understanding of the time horizons involved in cases like time series comparisons, models, forecasting, monitoring and catching-up or falling-behind processes of various groups. The method can be used to compare individuals, groups, firms, organizations, nations, or other units of analysis. It may also be used to better understand the time domain in analysis of available data. Expressed in time units, it is easily understood by policymakers, professionals, managers, the media, and the general public. This makes it an excellent analytical, presentation, and communication tool. The method increases the capability for comparative global research. It is particularly useful for the study of global competition and global comparative advantages or disadvantages. Dr. Sicherl's wealth of research has hardly gone unnoticed.

Dr. Sicherl obtained a Diploma of Economics at the University of Ljubljana, followed by a Master of Arts in Development Economics at Williams College in the U.S., and a PhD in Economics at the University of Ljubljana. For the idea of time distance methodology, Dr. Sicherl received many fellowships and invitations. He was a Hallsworth research fellow at the University of Manchester. Later, he spent time as a visiting professor at Williams College. Furthermore, Dr. Sicherl was a visiting fellow for the economic growth center at Yale University, where he was recipient of a Senior Fulbright Research Award, visiting scholar and EC TEMPUS fellow at Strathclyde University in Glasgow and at the London School of Economics, and a visiting professor and ACE fellow at the institute for Advanced Studies in Vienna. He has also served as a consultant for World Bank, UNRISD, INSTRAW, UN, UNIDO, and EUROCHAMBERS and was an advisor on indicators for the Slovenian National Development Plan from 2002 to 2006.

On various boards throughout his career as well, including as chairman for the subcommittee of the Commission for Economic Reform in Belgrade, as a member of the Federal Council of Economic Advisors, special adviser to the Government of Slovenia, and external collaborator of the ILO and of the University of Ljubljana's economic institute of the Faculty of Law, Dr. Sicherl is a longtime member of the International Association of Research and Income and Wealth, the Slovenian Statistical Society, and the Slovenian Economic Association.

Dr. Sicherl has authored close to 20 books, including "Capital as a factor of Economic Growth", "Time Distance in Economics and Statistics" and "System for Monitoring Implementation of Targets: Present MDGs and Post-2015 SDGs." Named in the various editions of Who's Who since 1990, they include Who's Who in America, Who's Who in the World, Who's Who in Finance and Industry, and Who's Who in Science and Engineering, Dr. Sicherl has been married to Jana Milava Primc since 1962 and has two children.
