Wayne Porter, PhD CAPT, USN (Ret) Named a Lifetime Achiever by Marquis Who's Who

    ALEXANDRIA, VA, September 26, 2017 /24-7PressRelease/ -- Marquis Who's Who, the world's premier publisher of biographical profiles, is proud to name Wayne Porter a Lifetime Achiever. An accomplished listee, Dr. Porter celebrates many years' experience in his professional network, and has been noted for achievements, leadership qualities, and the credentials and successes he has accrued in his field. After 28 years of service, Dr. Porter retired from the Navy in 2014, and in 2015, he joined the faculty of the Naval Postgraduate School. Now serving as the executive director of the CORE Lab, director of the Littoral Operations Center, and senior lecturer in the Defense Analysis Department, he began his career at the Naval Postgraduate School as chair of Systemic Strategy and Complexity under the Global Public Policy Academic Group. While serving at the institute, he was named a Walton Fellow and served in collaboration with Arizona State University's Global Institute of Sustainability.

Dr. Porter received a PhD in Information Science from the Naval Postgraduate School, and his research explored the value of systemic thinking and system dynamics modeling to strategic planning. He also graduated from the Naval Postgraduate School with a Master of Science in both computer science and joint command, control, communications, computers, and intelligence. His career at the Naval Postgraduate School has made a substantial and lasting impact on research and education in strategic planning.

Dr. Porter began his career with the United States Navy in 1986. His tours and assignments are held in various intelligence positions requiring expertise in strategy, tactics and operations. From 2008 to 2011, he served as the special assistant to former chairman of the Joint Chiefs of Staff, Adm. Mike Mullen. He also served as an assistant to the chief of staff on intelligence to the Commander on the Fifth Fleet at USNAVCENT in Manama, Bahrain from 2007 to 2009, while additionally serving the Deputy Operations Officer at the Maritime Operations Center. From 2005 to 2007, he was director of the strategic actions group of the U.S. Chief of Naval Operations in Washington, and from 2003 to 2005, he served as director of operational net assessment of the U.S. Navy in Naples.

Between 2001 and 2003, Dr. Porter participated in high level contacts with NATO International Staff and the Federal and State governments in Belgrade, Yugoslavia, and Skopje, Macedonia. He also served as deputy political advisor of the Balkans at NATO's Joint Force Headquarters. In addition, Dr. Porter served in intelligence positions at the Fleet Ocean Surveillance Intelligence Center and the Reserve Intelligence Program Office Ten. He also served on British nuclear submarine HMS Torbay and the command ship USS Blue Ridge.

While on the staff of the Chairman of the Joint Chiefs, Dr. Porter co-authored "A National Strategic Narrative," with retired Marine Corps Colonel Mark Mykleby and published by the Woodrow Wilson Center for International Scholars. The text provides a contextual narrative that helps guide future U.S. policy. He is also the author of numerous articles which have appeared in publications like the Harvard Business Review, the Journal of American Foreign Policy Interest, the HotSpring Quarterly, the Washington Times, the Naval Institute Proceedings, and the 8th Euromicro Workshop on Parallel and Distributed Processing. Springer Publishing will soon release the text, "Policy Analytics, Modelling, and Informatics: Innovative Tools for Solving Complex Social Problems," which features a chapter written by Dr. Porter, titled "The Value of System Dynamics Modeling in Policy Analytics and Planning."

Dr. Porter has been honored with numerous civilian and military commendations. Some of these awards include the Vice Admiral Rufus B. Taylor Award for Professional Excellence in Intelligence, the Ellis Island Medal of Honor by the National Ethnic Coalition Organization, the Defense Superior Service Medal, four Legions of Merit, and the NATO Meritorious Service Medal. He is also featured in the 68th and 69th editions of Who's Who in America.

Dr. Porter has been married to Kathleen Louise Conroy for more than 30 years. They have three children, Shannon Maureen Sullivan-Hanson, Matthew Keegan, and Ryan Kathleen.
