Ms. Blanchard has just been selected to be the director of Gulf of Mexico Restoration for the Office of the Assistant Secretary of Fish Wildlife and Parks within the U.S. Department of the Interior. She has demonstrated professional excellence as a senior executive in the U.S. Department of the Interior where she worked as the deputy director of the Office of Environmental Policy & Compliance (OEPC) in the Office of the Secretary and previously as an Assistant Director of the Office of Surface Mining Reclamation and Enforcement (OSMRE). At the beginning of her career, she joined the Texas General Land Office as research coordinator for the Planning Division and later the Texas Railroad Commission as chief of permits and research of the Surface Mining and Reclamation Division. She parlayed her knowledge into federal government roles at the Department of the Interior such as branch chief of federal regulatory programs at OSMRE, chief of Mineral Division and chief of Hazardous Materials Management Division within OEPC.

A graduate of Stephens College (Associate of Arts) and the University of Texas at Austin (Bachelor of Arts and Masters of Arts), Ms. Blanchard was also a Senior Executive Fellow at Harvard University in 1992. In order to remain active among her colleagues and communities, she affiliated herself with the Interstate Mining Compact Commission (past secretary, Research committee), Women in Mining (past president, DC chapter), and executive committee of Executive Women in Government, Stephens College Board of Trustees and Alumnae Association Board (past president). She serves as a trustee for the Cheetah Conservation Fund. She is also a member of the Board of Directors of the Institute for Civility in Government. Ms. Blanchard also teaches flute.

Beyond her extraordinary career path, she has been recognized many times for her professional accomplishments. In addition to earning the Distinguished Service Medal and Meritorious Service Medal for the Department of the Interior, Ms. Blanchard was the recipient of the Hall of Honor Award from the Texas City Independent School District, the Stephens College Alumnae Achievement and Alumnae Service Awards, Woman of Distinction Award through Alpha Xi Delta, and Interior Women's Distinguished Leadership Award from the U.S. Department of the Interior. She has been featured in the 66th through 70th editions of Who's Who in America.
