Carl R. Pagter Named a Lifetime Achiever by Marquis Who's Who

Mr. Pagter is a seasoned legal counsel, modern folklorist, and an avid proponent of bluegrass music, having founded the California Bluegrass Association (CBA) in 1974. He is a banjo musician with the bands Country Ham and the Mount Diablo String Band, and promotes bluegrass, old time, and gospel music in dozens of festivals sponsored by the CBA. The main festival is a four day event held each year at the Nevada County Fair Grounds in Grass Valley, California, featuring a lineup of national and regional acts. When not plucking away at a fine melody, Mr. Pagter has served the legal needs of the Kaiser Industries Corporation since 1963, and currently serves as a consultant for antitrust law compliance in the cement, rock, sand, and gravel industries.

Born in Baltimore to Charles Ralph and Mina Pagter in 1934, Mr. Pagter attended Diablo Valley College and San Jose State University, ultimately earning an LLB from the University of California, Berkeley. He joined Kaiser in 1963 as a law clerk, quickly rising to counsel one year later and serving with the company's Washington representation in the '70s. In 1975, he was appointed director of government affairs.

When Kaiser Industries was dissolved, Mr. Pagter stayed with the remaining Kaiser Cement Corporation as vice president, secretary, and general counsel, transitioning to independent consultant with the company in San Ramon, California. Mr. Pagter has worked as counsel for the Southern Nevada Concrete and Aggregates Association of Las Vegas, and served to the rank of commander with the U.S. Naval Reserve.

The CBA is a California nonprofit founded in 1974 in the San Francisco bay area, dedicated to promoting, encouraging, and preserving the traditional instrumental and vocal music of the United States. It has sponsored dozens of bluegrass festivals since its inception, and maintains its main festival in Grass Valley every Father's Day weekend in June, preceded by a four-day music camp. The CBA also sponsors events in Bakersfield and Sebastopol. Mr. Pagter currently serves as the association's chairman emeritus.

The creative pursuits of Mr. Pagter also include the title of author, when he collaborated with Alan Dundes in a series of "photocopier folklore" books collecting chain letters, photocopied jokes, and other humorous articles that frequently appeared in offices before internet proliferation. Starting with "Urban Folklore from the Paperwork Empire" in 1975, the team has produced five books in the series. Mr. Pagter is affiliated with the American Folklore Society, the California Folklore Society, the Mariner Square Athletic Club.

For his achievements in legal service and his dedication to traditional American music, Mr. Pagter was selected for inclusion in numerous volumes of Who's Who in America, Who's Who in American Law, Who's Who in the West, Who's Who in the World, Who's Who in Finance and Business, and the 1985 to 1985 volume of Who's Who in Finance and Industry.
