Dr. Tolk is a noted computer science researcher and a technology integrator for the MITRE Corporation in Hampton, Virginia. He has also served as a professor of system engineering, and is proud of working in an industry policy subgroup that wrote the modeling and simulation master plan for NATO. He is also the first in his family to go to college, and served the German Army Air Defense with the rank of major from 1983 to 1995.

Born in Hamm, Germany to Lothar Adolf and Else Anni Hedwig Tolk, Dr. Tolk was part of a family of mostly blue collar workers. He joined the German army and discovered computer science, a field in which the army needed more experts. Dr. Tolk wanted to study mathematics and physics, which fit the discipline exactly. He attended the University of the Federal Armed Forces in Germany and earned a MSc in Computer Science in 1988.

Dr. Tolk served the army until 1995, and earned a PhD from the institution. His primary concentration was in combat modeling, command and control, as well as analysis. Dr. Tolk accepted a post as project manager for Elektroniksystem-Logistiik Gmbh in Munich until 1998, when he transitioned to a role as vice president of Industrieanlagen-betriebsgesellschaft.

In 2002, Dr. Tolk travelled to the U.S. as a senior research scientist for the Virginia Modeling Analysis and Simulation Center, and went on to serve as an associate professor of engineering management at nearby Old Dominion University. He was naturalized as a U.S. citizen in 2009, and went on to serve as a professor at Old Dominion until 2013. From 2013 to 2015, he served as chief scientist of the information security and software company Simis Inc in Portsmouth, Virginia. Over the course of his career, Dr. Tolk authored and edited 7 books and over 250 peer reviewed scientific publications.

As a result of his work, Dr. Tolk is a member of the Military Operational Research Society, and the National Defense Industrial Association, He is a senior member and Fellow of the Society of Modeling and Simulation and a senior member of the Association of Computing Machinery as well as the Institute of Electrical and Electronic Engineers.

For his services to computer science, he was honored with the 2014 Distinguished Professional Achievement Award from the SCS, as well as the 2012 Outstanding Professional Contributor Award and the 2010 Merit Award from SISO. Old Dominion University honored him with the 2008 Frank Batten Excellence Research Award, Old Dominion University. Dr. Tolk was selected for inclusion in numerous volumes of Who's Who in America, Who's Who in Science and Engineering, and Who's Who in the World. He has two children.
