As an economist and educator of 58 years, Dr. Winfrey's expertise is in public policy, a topic he often lectures on as a professor with Washington and Lee University in Lexington. He is a prolific author and expert of economics, and has submitted numerous articles to professional journals and served with several economics societies. Dr. Winfrey has been invited as a visiting lecturer to numerous institutions of higher learning, notably the University College of Oxford University in England.

Born in Somerville, Tennessee to Arthur Peter and Frances Winfrey in 1935, Dr. Winfrey attended Davidson College to earn a bachelor's degree and matriculated with Duke University for postgraduate studies. He was inspired by his graduate school professors, adding to his longstanding inclination toward teaching and to his passion for the disciplines of economics. He supported his studies by serving for some years as an assistant director of data processing for Hanes Hosiery in North Carolina. In 1963 Dr. Winfrey entered the economics department in Duke as a research assistant, earning a Ph.D. in 1965. He went on as an assistant professor of economics at Washington and Lee, where he was made a full professor in 1974 and continues to teach to this day.

As a noted economist, Dr. Winfrey has taught as a visiting professor to Vanderbilt University, Tufts University, the University of California at Los Angeles and Berkeley, the University of Illinois, the University of Virginia, the University of Utrecht in the Netherlands, Southern Virginia University, Duke University and Oxford University. Dr. Winfrey earned support for his research and writing from Washington and Lee University as well as from the National Endowment for the Humanities. He published many articles in professional journals of economics and public policy. His textbooks include "Public Finance, Public Choices and the Public Economy" from Harper and Row, and "Social Issues, the Ethics and Economics of Taxes and Public Programs" from Oxford University Press.

In his civic activities, Dr. Winfrey has participated on the board at the Lexington Tennis Clinic, the Rockbridge Area Conservation Council, and the Rockbridge Arts Guild, as well as the Lexington Family Mentoring Program and the Rockbridge Area Social Service, both groups where he continues to serve. He is a noted member of the Nelson Fine Art Gallery in Lexington. Additionally, Dr. Winfrey is affiliated with the Society for Values in Higher Education, the American Economic Association, the Southern Economic Association, the History of Economics Society, the Eastern Economic Association, the High Wheelers Club of Lexington, and the Sunrise Rotary Club. He received a 1971 Community Service Award from Lexington Jaycees, and was selected for inclusion in numerous volumes of Who's Who in America, Who's Who in Finance and Business, Who's Who in Science and Engineering, two volumes of Who's Who in the World, and two volumes of Who's Who in American Education from 2006 to 2008. In 1957, Dr. Winfrey married Barbara Ann Strickland, and had one child, Mae Millicent.
