The son of Karel Raska and Helena Raskova, Dr. Raska was born on May 26, 1939 in Prague, Czech Republic. In 1962, Dr. Raska obtained a MD from Charles University. In 1962-1963 he served as a lieutenant in the Czechoslovak Air Force. Dr. Raska continued his studies at the Institute of Organic Chemistry and Biochemistry of the Czechoslovak Academy of Sciences, where he graduated with a PhD in Biochemistry in 1965. In 1965 he received the prize of the Czechoslovak Academy of Sciences for his studies on 5-azacytidine. He is certified by the American Board of Pathology.

Dr. Raska came to the United States in 1965 when he became a Fellow at Yale University School of Medicine. From 1966 to 1967, he was an associate of the Waksman Institute of Microbiology of Rutgers University. In 1967, Dr. Raska returned to Czechoslovakia, working as a scientist at the Czechoslovak Academy of Sciences. After the Russian occupation of Czechoslovakia, Dr. Raska returned to the U.S. and worked as a professor of microbiology and pathology at Rutgers Medical School. From 1982 to 2013, Dr. Raska was a professor of pathology, laboratory medicine and microbiology at the University of Medicine and Dentistry of New Jersey, Robert Wood Johnson Medical School. He served as a professor and Chairman of the Department of Pathology and Laboratory Medicine at New Jersey Medical School from 1989 to 1992. From 2013 he is the Professor of Pathology and Lab Medicine and Professor of Biochemistry at Rutgers-Robert Wood Johnson Medical School.

Since 1992, Dr. Raska has served as Chairman of the Department of Laboratory Medicine and Pathology at St. Peter's University Hospital. He also has served as a visiting professor at various esteemed universities such as Charles University School of Medicine. Dr. Raska is a member of numerous scientific organizations such as the Learned Society of the Czech Republic, American Society of Cell Biologists, American Society of Virology, New Jersey Society of Pathology, Association of University Pathologists (PLUTO Club), International Academy of Pathology, American Association of Cancer Research, American Society of Clinical Immunology, American Association of Immunologists, College of American Pathologists, and American Society of Investigative Pathology. From 1992-2000, Dr. Raska was a trustee of the New Jersey Organ Sharing Network, as well as an executive board member of the Slavic Heritage Institute. He has been the president of the Comenius Academic Club since 2013, and was the president of the Czechoslovak Society for Arts and Sciences from 2006 to 2012. Dr. Raska has contributed as an author of articles to various professional journals. His work has been celebrated with awards from the National Institute of Health from 1975 to 1993. Dr. Raska was the recipient of a grant from the Damon Runyon Walter Winchell Cancer Research Fund in 1975, as well as grant from the New Jersey Commission on Cancer Research from 1985 to 1986 and 1994 to 1995. In 2010, Dr. Raska received the Silver Medal from the Senate of the Czech Republic, as well as the Medal of Merit from the president of the Czech Republic. He has been named to the Best Doctors in America each year since 1992, and in 2012 he received the Comenius Medal of the National Pedagogical Museum and Library of J.A. Comenius in Prague.

Dr. Raska has appeared in various Marquis Who's Who publications, including the 8th, 9th, 11th, and 12th editions of Who's Who in Science and Engineering. He has been featured in the 5th through 8th editions of Who's Who in Medicine and Healthcare, as well as the 39th through 43rd editions of Who's Who in the East. His achievements have been recorded in the 57th through 70th editions of Who's Who in America and the 21st through 31st editions of Who's Who in the World. On February 18, 1960, Dr. Raska married Jana Dostalova. The couple raised two children--Karel III and Francis.
