Dr. James W. Lucas was appointed The Distinguished Professor of Intelligence Studies at the National War College, the National Defense University in 2001. His areas of expertise are the American Presidency, the National Security Policy Process, the U.S. National Intelligence Community, and Leadership Development.

Dr. Lucas has more than 40 years of military and civilian experience in intelligence and national security affairs. He began public service when he was appointed as a second lieutenant in the U.S. Air Force and completed military service when he retired from the active reserve in 1996 as a Brigadier General. During this period, as a military officer or civilian senior executive, he served on the staff of the National Security Council, the Secretary of Defense, the Secretary of the Air Force, the Joint Chiefs of Staff, the Central Intelligence Agency (DCI) Community Management Staff, the Defense Intelligence Agency, National Defense University, Headquarters US Air Force, a major air command, a numbered Air Force, and an Air Force Wing. During the Vietnam War, he served as an air combat intelligence officer and was awarded the Legion of Merit, Bronze Star Medal, Meritorious Service Medal, and the Republic of Vietnam Gallantry Cross with Palm. In addition to many other military decorations, he was as a civilian awarded the National Intelligence Distinguished Service Medal, the Department of the Army Outstanding Civilian Service Medal, the Department of the Air Force Exceptional Civilian Service Medal, and the Defense Intelligence Agency Meritorious Service Medal. Dr. Lucas has appeared in various Marquis Who's Who publications, including the 44th through 68th and 70th editions of Who's Who in America. He has been featured in the 22nd, 23rd, 25th, and 26th editions of Who's Who in American Politics, as well as the 37th through 42nd editions of Who's Who in the East. His achievements also have been recorded in the 22nd through 25th, 27th, and 28th editions of Who's Who in the World.

His executive service assignments since 1977 have included: Deputy Assistant Secretary of the Air Force for Manpower and Military Personnel; Principal Deputy Assistant Secretary of the Air Force for Manpower, Reserve Affairs, and Installations; Director, Crisis Management Planning Staff of the National Security Council, Professor and Dean, Defense Intelligence College; Associate Director for Policy Support and Executive Representative to the National Defense University from the Defense Intelligence Agency. At the Central Intelligence Agency, he served as the Executive Assistant to the DDCI (Community); Deputy Executive Secretary to DCI George Bush and Admiral Stansfield Turner; Executive Assistant to DCI William Casey; CIA Program Budget Examiner of the Community Management Staff, and Deputy Director, Community Open Source Program.

Throughout his intelligence career, Dr. Lucas also worked as an adjunct professor and guest lecturer at three US military academies, several civilian colleges and universities, the military war colleges, and the Kennedy School of Government, Harvard University. He was also a full time professor, associate dean and dean of a graduate school, the reserve superintendent of the US Air Force Academy, and the reserve commandant of the Air Force Institute of Technology.

Dr. Lucas attended DePauw and Ball State Universities where he received a Bachelor of Science Degree and a Master of Arts in Political Science. He earned a Doctor of Arts from George Mason University, writing his dissertation on The Role of the Director of Central Intelligence, 1947-1977. In addition, he completed extensive postgraduate work in international politics at the American University. He published Intelligence and National Security in the Nixon Administration, in 1972; Simulation and Strategic Intelligence Analysis, in 1973; Information Needs of Presidents, in 1989; and Organizing the Presidency: The Role of the Director of Central Intelligence, in 1995. He is a graduate of the Management Development Program of Harvard University, the Air War College, Air Command and Staff College, the Defense Intelligence College, and the Industrial College of the Armed Forces at the National Defense University.

Dr. Lucas has been a lifelong Republican and a member of the Republican National Committee since 1981. He is also a member of the American Political Science Association, the Air Force Association, National Military Intelligence Association, the Association of Former Intelligence Affairs, and the Reserve Officers Association, Pi Sigma Alpha, Phi Gamma Mu, and Sigma Chi. He was initiated into Xi Chapter of Sigma Chi Fraternity at DePauw University in March, 1960. At Ball State University, he assisted in the establishment of the Epsilon Omega Chapter in 1962, and has been a Life Long Sig since 1970. At Ball, he was the president of the Student Body, the Interfraternity Council, the Men's Hall Governing Board, and the Order of Omega, elected to Who's Who Among Students in American Colleges and Universities. He was an Outstanding Senior of the Class of 1963, and a cadet major in the AFROTC unit.

Born on October 20, 1940 in Frankfort, Indiana, he married Sara Sue Stewart on February 17, 1962. Together, the couple raised one child - Catherine Anne Lucas Fulkerson - who is listed in the 2015 edition of Who's Who in America. He retired from public service in August 2001.
