The son of Herman Shapiro and Toby Levy, Mr. Shapiro has made a name for himself as a distinguished lawyer, having worked in the legal field for over 50 years. From 1999 to 2015, Mr. Shapiro has been chairman of the tax group at Saul Ewing LLP, where he previously served as head of tax practice for one year. Mr. Shapiro is also a member of various organizations, including the American Bar Association, Maryland State Bar Association, Kentucky Bar Association, D.C. Bar Association, Maryland Club, and Center Club.

Mr. Shapiro graduated from the University of Louisville with a BS in 1962 and a JD in 1964. Mr. Shapiro was certified as a lawyer in Kentucky in 1964, D.C. in 1968, and Maryland in 1970. He was selected for service under the United States Attorney Generals Honor Law Graduate Program and served as a trial and appellate attorney in the tax division from 1964 to 1970. Mr. Shapiro also served as a captain of the US Army Reserve from 1967 to 1970. He became an associate of Venable, Baetjer & Howard in 1970 and was promoted to partner in 1975, a position he held for 12 years. Mr. Shapiro worked as a senior partner and head of tax practice at Weinberg & Green between 1987 and 1998. During this period, he was concurrently the chairman of the corporate department and the coordinator of the transaction group at this law firm from 1993 to 1998.

Mr. Shapiro was a trustee of the Academy Art Museum from 1998 to 2005. He served as counsel and trustee of the Baltimore Museum of Art from 1984 to 1997, where he has been secretary and vice president, and served as the Vice chair and chair of the joint budgeting council of the Jewish Federations. Mr. Shapiro was a trustee of Sinai Hospital between 1987 and 1990. He also was a vice chairman of the Associated Jewish Community Federation of Baltimore from 1987 to 1989, member of the executive committee from 1985 to 1997, assistant treasurer from 1989 to 1991, as well as a vice president of the Associated Jewish Charities of Baltimore, Inc. from 1991 to 1994. Mr. Shapiro was a member of the Maryland State Board of Education between 1990 and 1997. In 1996, Mr. Shapiro received a Distinguished Alumni Award from the Brandeis School of Law, as well as the Chairman's Award from the Baltimore Museum of Art. He was named one of Maryland's Super Lawyers by Law & Politics Magazine and Baltimore Magazine from 2007 to 2015. Mr. Shapiro co-authored the ALI/ABA supplement to "Federal Tax Liens" in 1981, authored "The Successful Practice" in 2005, and has contributed articles to various professional journals.

Born on June 21, 1940 in Louisville, Kentucky, Mr. Shapiro married Linda Siegel on December 19, 1970. Together, the couple raised one child together, Deborah Anne. Mr. Shapiro has appeared in various Marquis Who's Who publications, including 47th through 69th editions of Who's Who in America. He has been featured in the 13th and 15th through 19th editions of Who's Who in American Law, as well as the 23rd through 26th editions of Who's Who in the World. His achievements also have been recorded in the 23rd, 29th through 35th, and 37th through 43rd editions of Who's Who in the East.
