Specializing in the diagnosis and treatment of post-traumatic stress, Dr. Penk serves as a professor of psychiatry and behavioral sciences with the Texas A&M College of Medicine. In this position, he advises students majoring in psychology who are developing trauma-focused services for people who have endured significant trauma. Notably, these services are not limited to individuals in the military. A former VA psychologist, Dr. Penk continues to serve as a consultant in VA rehabilitation and education as the chief of psychology services.

In an effort to remain alert of recent developments in his fields of focus, Dr. Penk maintains involvement with the Massachusetts Psychological Association, American Association for the Advancement of Science, Association for Advancement of Behavior Therapy, and Society for Traumatic Stress. In addition, he is recognized as a fellow of the American Psychological Association. Since the inception of his career, Dr. Penk has contributed numerous articles to professional journals pertaining to his areas of expertise, including "Gender differences in associations between DSM-5 posttraumatic stress disorder symptom clusters and functional impairment in war veterans," which was published in Psychological Services in 2017.

Prior to pursuing a career in psychiatry, Dr. Penk attended the University of Houston, where he received a Bachelor of Arts in 1954, Master of Arts in 1964, and PhD in 1965. While he was pursuing formal education, he met several World War II veterans who inspired him with their accomplishments. Through these experiences, Dr. Penk was moved to begin working in the field of education and psychology.

Early in his career, Dr. Penk joined the VA Medical Center in Dallas as a clinical psychologist in 1962. During this time, many veterans were returning from the Vietnam War. This motivated Dr. Penk to pursue the development of trauma-informed services for communities, as well as medical centers. In 1993, Dr. Penk was recognized as the chief of psychology services with the VA Medical Center in Bedford. He is a former member of the board of directors with the Texas Psychological Association. A diplomate of the American Board of Professional Psychology, he is licensed to practice in Texas and Massachusetts. In recognition of his commitment to the field of mental health, Dr. Penk was selected as the recipient of the Gold Medal for Life Achievement in the Practice of Psychology, which was awarded by the American Psychological Foundation in 2015.
